• Submit the quotation by email to [email protected] on or before 11 February 2026 12:00 pm.
• Email subject line must contain the RFQ number (RFQ/LOG/2026/10250545/4) and the bidder’s name.
• All documents must be in PDF format and locked against modification.
• Technical/functional response and financial/pricing information must be in separate PDF attachments.
• Include the mandatory returnable forms listed under “First Phase – Mandatory Documents” (CSD registration proof, TV licence statements for the company and all directors/shareholders, valid Tax Clearance Certificate or SARS PIN, valid B‑BEE certificate, certified copies of company registration, shareholders’ certificates and directors’ ID documents).
• Late submissions (email received after the closing time) will be rejected.
• Email the submission at least 30 minutes before the deadline to allow for transmission delays.
• Failure to provide any mandatory document results in automatic disqualification.
• The bid must remain valid for 90 days from the closing date.

Technical evaluation (out of 70 points) – minimum threshold 70 % of total score (i.e. 70/100). Points are allocated as follows:

• Proof of commercial building ownership – 25 points.
• Building compliance items (water/electricity, lightning protection, general lighting, data/telephone cabling, HVAC, amenities) – 5 points each (total 30 points).
• Occupational Health & Safety – fire risk assessment (15 points) and evacuation plan (15 points).

Site‑inspection phase (out of 50 points) – minimum threshold 40 points. Points for commercial location, accessibility, public transport proximity, amenities, security, maintenance plan, ablutions, 12 covered parking bays, building condition and cleanliness (5 points each).

Price evaluation – up to 80 points using the 80/20 preference point formula: Ps = 80 × (1 – (Pt‑Pmin)/Pmin), where Pt is the bidder’s price and Pmin the lowest acceptable price.

Specific‑goal (B‑BEE) points – 20 points allocated as per the 80/20 system (e.g., 10 points for 51 % Black ownership, 5 points for 51 % Black women ownership, 3 points for 51 % Black women, 2 points for Black youth). No points are awarded if evidence is not submitted.

Overall award – the bidder with the highest total points (technical + site‑inspection + price + specific‑goal) wins. Ties are resolved by lot.

Scope – Provide a lease for approximately 150 m² of office space for SABC Kimberley (Northern Cape) for 5 years.

Required facilities:

• 12 covered parking bays.
• OHS‑compliant building.
• Highly secured premises with controlled access.
• Reliable electricity (generators are an advantage).
• Air‑conditioning.
• Disability access (advantage).
• Located in a commercial area (not industrial) with easy public‑transport access.

Additional expectations – building must meet water and electrical supply standards, lightning protection, general lighting, data/telephone cabling, HVAC, amenities proximity, security, maintenance plan, ablutions, and be free of major defects (leaks, cracks, etc.).

• Provide a detailed cost breakdown in the Pricing Schedule (Annexure F) – separate line items for rental, operation, parking and any other costs.
• Pricing must be submitted as a separate PDF attachment from the technical response.
• Price evaluation uses the 80/20 preference point formula (see Evaluation Criteria).
• Payment terms – SABC will pay within 60 days of receipt of a correct invoice after services have been rendered.
• Bidders must demonstrate financial stability; the SABC reserves the right to disqualify any bidder who fails the financial stability assessment.
• No specific bond or guarantee is mentioned in the document.

Mandatory compliance documents (First Phase):

1. Valid Certificate of Compliance for the premises.

2. Proof of registration on the Central Supplier Database (CSD).

3. Valid TV licence statements for the company and all active directors/shareholders.

4. Valid Tax Clearance Certificate or SARS PIN.

5. Valid B‑BEE certificate (SANAS‑accredited) or affidavit.

6. Certified copy of company registration (name, registration number, date, active directors).

7. Certified copies of shareholders’ certificates.

8. Certified copies of ID documents of directors/members.

Disqualification triggers – missing any of the above, tax matters not in order, TV licence not valid, or not registered on CSD. Additional compliance – bidders must not be on the restricted suppliers list, must not be blacklisted, and must pass the SABC’s financial stability assessment.
