Price evaluation – up to 80 points using the 80/20 preference point formula: Ps = 80 × (1 – (Pt‑Pmin)/Pmin), where Pt is the bidder’s price and Pmin the lowest acceptable price.
Specific‑goal (B‑BEE) points – 20 points allocated as per the 80/20 system (e.g., 10 points for 51 % Black ownership, 5 points for 51 % Black women ownership, 3 points for 51 % Black women, 2 points for Black youth). No points are awarded if evidence is not submitted.
Overall award – the bidder with the highest total points (technical + site‑inspection + price + specific‑goal) wins. Ties are resolved by lot.
