Monitoring and Reporting:

• Quarterly SDL&I compliance reports to Eskom via Data Collection Template.
• Eskom reviews reports within 60 days and notifies VSC of non-compliance.
• Corrective measures must be implemented before the next quarter; failure triggers SDL&I penalty clause.

Penalties:

• 2.5% of invoiced amount (excluding VAT) per quarter for SDL&I non-compliance.
• SDL&I implementation schedule must be completed and returned to Eskom before contract award for monitoring purposes.

Legislative Compliance:

• Public Procurement Act and its regulations (once gazetted) will be cascaded to the contract within 3 months of publication.
• All contracted suppliers must comply with these requirements.
• Respondents are encouraged to familiarise themselves with the Public Procurement Act.

SDL&I Matrix is not an evaluation criterion but is an objective criterion. Points are allocated via a preference point system based on:

• Local Content to South Africa (50% weight).
• Sub-Contracting (30% weight).
• Skills Development (20% weight).

Total Score: 100%. Compliance with SDL&I is mandatory for eligibility under PPPFA Section 2(1)(f).
