• Use the prescribed RFQ document sequence and do NOT re‑type or rewrite any part of the forms.
• Complete all compulsory returnable schedules and annexures (Checklist of compulsory returnable schedules, Special instructions, Terms of reference, Price proposal, Evaluation and selection process, SBD 4, SBD 6.1, General Conditions of Contract). Missing any required document may lead to disqualification.
• No correcting fluid or erasable pencil may be used; ensure all pages are present and correctly numbered.
• A Service Level Agreement will be signed with the successful bidder.
• The bid is valid for 90 days from the closing date.
• Bidders must sign and date the bid and provide the required signatures on all annexures.

Phase 1 – Administrative Compliance: bidders must satisfy tax compliance (SARS PIN), Central Supplier Database registration, submission of all required annexures and signed General Conditions. Failure to meet any administrative requirement results in exclusion from Phase 2. Phase 2 – Price and Specific Goals (80/20 point system):

• Price points – up to 80 points, calculated using Ps = 80 × (1 – (Pt‑Pmin)/Pmin) where Pt is the bidder’s price and Pmin is the lowest acceptable price.
• Specific goals – up to 20 points, awarded for B‑BBBEE ownership targets (e.g., ≥50 % black ownership = 10 points, ≥30 % black women = 5 points, ≥20 % white women = 3 points, ≥10 % disability‑owned = 2 points). Documentary proof (BBBEE certificate, identity documents or sworn affidavit) must be submitted to claim points. The bidder with the highest combined score (price + specific goals) will normally be awarded, subject to NNR’s discretion.

Scope: Provide service, repair, replacement and maintenance of HVAC systems at the NNR Cape Town office for 36 months.

• Units covered: 17 Midea cassette indoor units, 5 Midea hide‑away indoor units, 4 Midea high‑wall (DX) units, 3 VFR Midea condensers, 1 fresh‑air fan, 1 Midea rooftop unit.
• Replacement/repair work to be performed on request via quotation and purchase order.
• Contractor must include cost of scaffolding or lifting equipment for the reception and auditorium HVAC systems.
• Service Level Agreement will govern performance monitoring.

Pricing must be submitted in a separate price schedule (fixed, VAT‑inclusive at 15 %). Only one price proposal is allowed; it must match the total on the price declaration form. Prices are to remain fixed for the contract duration. Payment: invoices paid within 30 days of receipt via electronic bank transfer; no upfront payments. Bidder bears all costs of bid preparation. Validity of the offer: 90 days from the closing date.

• Tax compliance: provide SARS PIN and confirm tax status is current; non‑compliant bidders may be disqualified if not remedied within 7 days.
• Central Supplier Database (CSD) registration: proof of registration required.
• BBBEE: disclose ownership percentages and provide supporting documents (BBBEE certificate, ID documents or sworn affidavit) to claim specific‑goal points.
• Mandatory returnable documents: SBD 4 (Declaration of interest), SBD 6.1 (Preferential Procurement Regulation 2022), General Conditions of Contract, and all annexures listed in the checklist.
• No upfront fees or payments to NNR; any request for payment prior to award is prohibited.
• Anti‑fraud provisions: collusion, assistance from NNR staff, or fraudulent declarations will lead to disqualification and possible legal action.
