Scope: Operate the Shared Clothing and Textile Production Facility in the Madadeni Industrial Estate (Newcastle, Amajuba District) for 36 months. Deliverables include: - Inception report with a comprehensive business plan (vision, mission, market analysis, financial model, governance, sustainability, M&E). - Develop and implement ISO 9001‑aligned quality, EHS and operational procedures. - Manage day‑to‑day operations, including booking, production management, hazardous material handling and consumables supply. - Recruit, onboard and incubate a minimum of 50 SMME learners per year into a 12‑month programme, prioritising those on the EDTEA database. - Provide training on clothing/textile manufacturing, financial management, pricing, packaging/labeling, marketing/sales and quality assurance. - Ensure the facility attains ISO 9001 accreditation within the first 12 months. - Provide qualified staff (Facility Centre Manager, Finance Officer, Marketing Officer, Clothing & Textile Experts, Admin Support, General Assistant) with CVs and qualifications.
