Submit bids by the stipulated closing date and time (06 February 2026, 12:00) to the correct address. Late bids will not be accepted. Use only the official bid forms provided—do not re-type. Bids must be submitted physically or online. Register on the Central Supplier Database (CSD) to upload mandatory information (business registration, directorship/membership/ID numbers, tax compliance status, and banking details). If not registered on CSD, submit mandatory information directly with the bid. B-BBEE certificate or sworn affidavit (for EMEs/QSEs) must be submitted to qualify for preference points. Failure to comply with submission requirements may disqualify the bid.

Scope: Complete the design and implementation of the Philippolis Wastewater Treatment Works (WWTW). Bidders must provide a ceiling price for the total estimated time, including all expenses and applicable taxes. Breakdown required: phases of completion, cost per phase, man-days per phase, travel expenses (rate/km, total km, class of air travel), and other expenses (e.g., accommodation, telephone, reproduction costs). Rates must be firm for the full contract period or specify adjustment basis (e.g., CPI). Estimated man-days for project completion must be provided. Commencement period after bid acceptance must be specified.

Pricing must be in South African Rand (ZAR), inclusive of all applicable taxes (VAT, PAYE, income tax, UIF, skills development levies). Submit a pricing schedule (SBD 3.3) with: item descriptions, bid prices, hourly/daily rates for personnel, and detailed expense breakdowns (travel, accommodation, etc.). Certified invoices must accompany claims for reimbursement. Proof of expenses is required for all recoverable costs.

Mandatory: Register on the Central Supplier Database (CSD) and submit business registration, directorship/membership/ID numbers, tax compliance status, and banking details. B-BBEE: Minimum Level 1 required. Submit a B-BBEE status level verification certificate or sworn affidavit (for EMEs/QSEs). Certificate must be issued by: an accounting officer (Close Corporation Act), a SANAS-accredited verification agency, or a registered auditor. Tax compliance: Submit SARS-issued Unique Personal Identification Number (PIN) or Tax Compliance Status (TCS). If registered on CSD, provide CSD number. For consortia/joint ventures/sub-contractors, each party must submit separate proof of TCS/PIN/CSD number. Foreign suppliers: If not a RSA resident, without a branch, permanent establishment, or income source in RSA, tax compliance is not required. Failure to provide required compliance documents may invalidate the bid.
