(3) Functional: Facilitator CV/experience (50 points) and contactable references (50 points). Minimum 70/100 to advance. (4) Price (80 points) + B-BBEE preference points (20 points) per PPPFA 2022. Highest total score wins. B-BBEE points: Level 1=20, Level 2=18, Level 3=14, Level 4=12, Level 5=8, Level 6=6, Level 7=4, Level 8=2, Non-compliant=0.

Scope: Conduct 4x4 off-road driver training for 44 SAWS Gauteng employees (5 groups, 2 days each). Training must be at provider’s site in Pretoria, Johannesburg, or Midrand, using provider’s off-road vehicles. Deliverables: (1) Theoretical: Off-road habits, safety/risk factors, 4x4 driveline mechanics. (2) Practical: Techniques for sand, gradients, side slopes, river crossings, rocky terrain. (3) Certificates of competence for all delegates. Requirements: Provider must be accredited, supply vehicles, and include all costs (logistics, materials, assessment, refreshments). Pre-training: Attend online meeting scheduled by SAWS Learning and Development.

Pricing: Ceiling price (VAT inclusive) for total project, with cost breakdown. Payment terms: 30 days from invoice receipt. Rates must be firm or specify adjustment basis (e.g., CPI). SAWS may request latest audited financial statements to verify stability.

Mandatory: (1) CSD registration (National Treasury) with CSD number. (2) Completed SBD forms: Annexure A (Invitation to Bid), SBD 3.3 (Pricing Schedule), SBD 4 (Bidder’s Declaration), SBD 6.1 (Preference Points Claim Form if applicable). (3) Tax compliance: SARS TCS PIN or CSD number. (4) Valid B-BBEE certificate or sworn affidavit (EMEs/QSEs). (5) Proof of testing site (signed letter + evidence). Disqualifiers: State employees, directors/members in state service, or entities listed on Tender Defaulters/Restricted Suppliers registers. Foreign suppliers: Complete Annexure A questionnaire if no RSA tax obligations.
