• Submit the completed RFQ on company letterhead via email to [email protected] (subject must include RFQ number RFQ-HEAD OFFICE-007-2025).
• Include the following returnable documents: fully signed RFQ, official quotation, latest tax clearance certificate, latest B‑BBEE certificate (SANAS‑accredited) or sworn affidavit for EME/QSE, CSD report or MAAA number, ID copies of company directors.
• All documents must be signed and attached; incomplete or late submissions will be rejected.
• Mandatory briefing session on 04 February 2026 at 11:00 h via MS Teams – attendance is compulsory.
• Closing date/time: 12 February 2026 at 12:00 PM (no extensions).
• RFQ validity: 60 days from closing date.
• Disqualification risks: non‑compliance with tax status, fraudulent information, false B‑BBEE claims, being on the Treasury restricted‑suppliers list, or failure to meet the specification.

Evaluation is in two phases:

1. Administrative Compliance (pass/fail) – must complete RFQ, all SBD forms, provide tax clearance, company registration documents, B‑BBEE certificate/affidavit, CSD registration (or register within 7 working days of award), and ID copies of directors.

2. Price and Specific Goals (100 points total):

• Price – 80 points (price must be inclusive of VAT and quoted as a percentage of the GCEO TGP of R 3 414 642,57).
• Specific Goals – 20 points (e.g., ≥51 % Black ownership, women‑owned, disability‑owned, youth‑owned, RDP localisation).
• Minimum overall score required: 70 points.
• Experience points (up to 40 points) are awarded for years of executive‑search experience and reference letters as detailed in the Functionality Evaluation table.

Scope: Provide end‑to‑end executive search services for the SAFCOL Group Chief Executive Officer (GCEO) talent acquisition, including:

• Development of GCEO role profile and qualification matrix.
• Sourcing, shortlisting and presenting candidate CVs (virtual or physical).
• Liaising with internal stakeholders, facilitating interviews and travel arrangements.
• Conducting psychometric assessments, reference, qualification and security vetting (service provider must have capacity to conduct assessments).
• Managing print‑media advertising (costs reimbursed).
• Negotiating remuneration packages and facilitating offer letters.
• Producing briefing, shortlist and final closure reports.
• Reimbursement for psychometric and advertising costs as per SAFCOL policy.
• Service provider must be registered with DE&L (PEA) and hold valid APSO membership.

• Quote must be inclusive of VAT and expressed as a percentage of the GCEO total gross package (TGP) of R 3 414 642,57.
• No bond or guarantee is mentioned; price must be firm for the 60‑day validity period.
• Payment terms to follow industry standards for executive‑search assignments (to be agreed with SAFCOL).
• SAFCOL will reimburse reasonable costs for psychometric assessments and print advertising.

• Register on the Central Supplier Database (CSD) and provide CSD report.
• Provide valid SARS tax clearance (or PIN) – non‑compliance may lead to disqualification after 7 working days to rectify.
• Submit B‑BBEE certificate (SANAS‑accredited) or sworn affidavit for EME/QSE.
• DE&L Private Employment Agencies (PEA) registration and proof of annual APSO membership are mandatory.
• Company registration documents (CIPC) and ID copies of directors required.
• Preference points may be claimed for Black ownership, women‑ownership, disability‑ownership, youth‑ownership and RDP localisation as per specific goals table.
