– T2.1.B Proof of valid Professional Indemnity Insurance.
– T2.1.C Certificate of good standing with COIDA/FEM.
– T2.1.D Copy of company registration.
– T2.1.E Technical qualifications (CVs, qualifications, professional registration certificates).
– T2.1.F Completed projects (appointment letters).
– T2.1.G Current projects (full disclosure).
– T2.2.A Record of addenda.
– T2.2.B Compulsory Enterprise Questionnaire.
– T2.2.C Authority of JVs (if applicable).
– T2.2.D Board resolution authorising signatory.
– T2.2.E Proposed amendments/qualifications.
– T2.2.F1 Proposed organisation and staffing.
– T2.2.F2 Team member qualifications.

Evaluation Criteria

2. Price and Preference – 80 % of total points allocated to price, 20 % to specific goals (pre‑qualification documents).
Technical Specifications
Source: PSP RIP Phase 2 Final REV Doc.pdfScope: Lead a multi‑disciplinary team to provide planning, design, construction monitoring, final accounts and close‑out services for the Eastern Cape Department of Education Rapid Infrastructure Programme (school building projects).
Deliverables include: activity schedule, value‑based fee schedule, project execution plan, organogram, and all required reports.
Core team minimum per cluster:
1. Principal Agent – professionally registered Quantity Surveyor (ASAQS/SACQSP) with >10 years post‑registration experience.
2. Quantity Surveyor – professionally registered QS with >5 years experience.
3. Civil/Structural Engineer – professionally registered Engineer/Technologist with >10 years experience.
4. OHS Agent – registered with SACPCMP with >5 years experience.
5. Project Administrator – ≥3 years project administration experience and EFMS training (or willingness to undergo).
All core staff must be 100 % committed; any non‑committed staff leads to disqualification.
Sub‑consultants (civil/structural, OHS) must be listed in the team schedules.
Projects exceeding six pending final‑account/close‑out submissions will be excluded.
