Non‑compliance may lead to rejection or a 7‑day period to supply missing information (administrative only). Stage 2 – Mandatory Requirements: provide proof of CIDB registration 2 GB or higher (or evidence of pending registration), three recent (≤10 years) reference letters on client letterhead, a current (≤3 months) Occupational Certificate for Plumber (SAQA‑accredited), proof of local footprint in East London (municipality bill, lease or MOU ≤3 months), and a valid COIDA good‑standing letter or equivalent insurance. Failure to supply any mandatory document results in automatic disqualification. Stage 3 – Price and Specific Goals: evaluation uses an 80/20 point system – 80 points for the quoted price and 20 points for preference goals. Preference goals are 10 points for ≥51 % Black ownership and 10 points for ≥30 % Black‑woman ownership.
