• All bid submissions must be made via the e-Submission (e-Tender) system.
• Submissions sent via email will not be accepted or processed.
• Bidders must complete all necessary bid documents and undertakings.
• Proposals should be concise, written in plain English, and simply presented.
• If applicable, proposals must be structured in the parts prescribed in the document. Information not submitted in the relevant part may not be considered.
• Bids submitted without a completed and signed Invitation to Bid (SBD1) will be deemed non-responsive.
• Bids submitted without a complete and signed Declaration of Interest (SBD4) will be deemed non-responsive.
• Bids submitted without a price or with an incomplete price will be deemed non-responsive.
• A pricing schedule with any specified element omitted may be considered non-responsive.
• Failure to comply with any of the bid submission conditions, instructions, or evaluation processes/criteria will result in the bid being rejected.

• The bid evaluation process will be conducted in three stages: Administrative Requirements, Mandatory Requirements, and Price and Specific Goals.
• Stage 1: Administrative Requirements: Bidders must meet valid Tax Pin Status, have a valid BBB-EE Certificate or Sworn Affidavit, provide CIPC details, submit a CSD Full Report, and complete/sign SBD Forms (SBD1, SBD4, SBD6.1).
• Non-compliance with administrative requirements may result in rejection, or the bidder may be given seven (7) days to submit supplementary information for full compliance (must be administrative, not substantive).
• Stage 2: Mandatory Requirements: Bidders must fully comply with all mandatory requirements to advance. Failure to comply will result in automatic disqualification.
• Mandatory requirements include:
• A fully completed quotation on company letterhead, aligned to the ATNS pricing structure.
• Manufacturer’s Warranty of material and workmanship (2 years), provided as a signed letter or documentation.
• A specification datasheet or product brochure for each item, clearly showing product name, manufacturer, model number, frequency range(s), radio type, output power, channel capacity, and power requirements.
• Stage 3: Evaluation for Price and ATNS Specific Goals: The bid will be evaluated using an 80/20-point system.
• Price: 80 points
• Preference Points (Specific Goals): 20 points
• 51% Black Owned Suppliers: 10 points
• 30% Black Woman Owned Suppliers: 10 points
• Bidders must claim points for specific goals in SBD 6.1 and provide valid proof (CSD Report, CIPC documents, Shareholder certificates, ID copies of shareholders) to substantiate claims.

• The objective is to appoint a service provider for the supply and delivery of mobile radios at ATNS King Phalo Airport (FAEL) for a period of three (3) years on an as-and-when required basis.
• Specific items required include:

1. ICOM A24N (NAV/COM) (SKU: IC-25) with specific accessories (battery pack, charger, headset adapter, antenna, belt clip, hand strap).

2. ICOM Speaker Microphone HM-231 Waterproof.

3. ICOM Cigarette Lighter Cable and Charger CP-20.

4. FA-B02AR antenna.

5. BP-288 battery pack.

6. Icom A120 Airband Transceiver (SKU: IC-A120) with supplied accessories (hand microphone, DC power cable, mounting bracket kit, microphone hanger kit, fuses).

7. Hand Microphone HM-216.

8. Magnetic Whip antenna for vehicle mounting (118-136 MHz with PL 259 connector and 3m cable).

9. Blackjack 100 Mobile Antenna MK2 (SKU: A10AA0575A).

10. KRT2-TB2 Portable Base Station (118-136MHz) (SKU: 699120115).

11. TQ Avionics KRT2-S Transceiver (SKU: 699010140).

12. HOLMCO dynamic hand-held mic MH-50-D.1 (Part number: 84-03-08010).

• Deliveries must take place within 7 working days after placing an official order, unless agreed otherwise.
• Deliveries include off-loading at the service provider's own risk and cost.
• An official order must be issued before any delivery, except in emergencies.

• Bidders must submit a fully completed pricing schedule.
• All costs related to the assignment must be included in the pricing schedule and submitted in the prescribed format.
• Bids submitted without a price or with an incomplete price will be deemed non-responsive.
• A pricing schedule with any specified element (fees and reimbursable costs) omitted may be considered non-responsive.
• All applicable taxes (VAT, PAYE, income tax, UIF, SDL) must be included in the bid price.
• All delivery costs must be included in the bid price for delivery at the prescribed destination.
• The successful tenderer will be required to have adequate professional indemnity insurance.

• Central Supplier Database (CSD): Bidders must be registered on the CSD and submit proof of registration or proof of application. No bid will be awarded to a bidder not registered on the CSD.
• Tax Compliance: Bidders must ensure compliance with their tax obligations and submit their unique SARS Tax PIN to enable verification of their tax status. Alternatively, a printed Tax Compliance Status (TCS) certificate may be submitted. For consortia/joint ventures/sub-contractors, each party must submit separate proof. If no TCS PIN is available but the bidder is registered on CSD, a CSD number must be provided. Bids without any of the above will be deemed non-responsive.
• B-BBEE: Bidders must submit a valid B-BBEE Status Level Verification Certificate or a Sworn Affidavit (for EMEs & QSEs) to qualify for preference points.
• SBD Forms: Duly completed and signed SBD Forms (SBD1, SBD4, SBD6.1) are required.
• Declaration of Interest: Each party to the bid must complete and return the Declaration of Interest (SBD4).
• Registration Certificates and Accreditation: Proof of registration with professional bodies is required; bids submitted without it will be deemed non-responsive.
• POPIA: Service providers must comply with the Protection of Personal Information Act, 2013, and all other applicable data protection laws.
