Required documents: fully completed and signed SBD Forms (SBD1, SBD 4, SBD 6.1), Quotation on Company Letterhead aligned to ATNS Pricing Schedule (Annexure A), and SBD 3.1. Bids must be concise, in plain English, and structured as prescribed. Non-compliance with submission format or missing documents will result in disqualification. Late bids will not be accepted.
Evaluation Criteria
Source: ATNS RFQ - Refreshments CSI.pdfEvaluation follows a 3-stage process: (1) Administrative Requirements: Valid Tax PIN, B-BBEE Certificate or Sworn Affidavit, CIPC registration, latest CSD Full Report, and completed SBD Forms (SBD1, SBD4, SBD6.1). Non-compliance may lead to rejection or a 7-day grace period for supplementary administrative (not substantive) information. (2) Mandatory Requirements: Fully completed Quotation on Company Letterhead with ATNS pricing structure and signed SBD 3.1. Failure to meet any mandatory requirement results in automatic disqualification. (3) Price and Specific Goals: 80/20 point system. Price accounts for 80 points (lowest acceptable bid sets benchmark). Specific Goals account for 20 points: 10 points for 51% Black Owned Suppliers, 10 points for 30% Black Woman Owned Suppliers. Bidders must claim points via SBD 6.1 and provide proof (CSD Report, CIPC documents, shareholder certificates, ID copies of shareholders).
Technical Specifications

Items required: (1) 330ml (can) 100% Grape juice, (2) 330ml (can) 100% Apple Juice, (3) 500ml Still water bottles, (4) 500ml Sparkling water bottles. Delivery: Must occur within agreed time and dates, unless approved otherwise by management. Off-loading is at the service provider’s own risk and cost to the designated address (Thethe Secondary School, Ga-Luka Village, Northwest). An official order must be issued before delivery, except in emergencies. All delivery costs must be included in the bid price. Pricing Schedule (Annexure A) must be fully completed for all line items.
Financial Requirements

The entire pricing schedule (Annexure A) must be 100% completed; incomplete pricing will disqualify the bid. Payment terms and guarantees are subject to ATNS standard contract terms, including retention clauses for non-satisfactory completion. Bidders must ensure their pricing is fair, reasonable, and covers all costs related to the assignment.
Compliance Requirements

No contract will be awarded without CSD registration. (2) Valid SARS Tax Compliance Status (TCS) PIN or Tax Clearance Certificate. Bidders must submit their unique PIN for verification or a printed TCS certificate. For consortia/joint ventures, each party must submit separate proof. If no TCS PIN is available but the bidder is CSD-registered, provide the CSD number. (3) Valid B-BBEE Certificate or Sworn Affidavit (for EMEs & QSEs) to qualify for preference points. (4) Completed and signed Declaration of Interest, Invitation to Bid, and SBD Forms (SBD1, SBD4, SBD6.1). Non-compliance with any of these will render the bid non-responsive. Bidders must also comply with POPIA and submit required disclosures.
