• Submissions must be made exclusively via the e‑tender portal (https://www.etenders.co.za/); email submissions are not accepted.
• Submit the quotation as a single PDF file (MS Word, Excel or pictures are not allowed).
• Use your own company letterhead – do not use the Johannesburg Water RFQ template.

• Include the following returnable documents with the quotation:

– Valid lease agreement or municipal account (not older than 3 months).

• All prices must be quoted per the unit indicated, exclusive of VAT (total quotation value to include VAT where applicable).
• Quotations received after the close of business on 11‑Feb‑2026 16:00 will be rejected.
• Quotations missing brand names where required, or lacking the authorised signature, will be rejected.
• Submissions are subject to Johannesburg Water’s Supply Chain Policy.

• Scoring follows an 80/20 point system:

– 80 points are allocated to price (lowest compliant price scores highest).

– 20 points are allocated to specific goals as defined in PPPFA 2022.

• Specific goals include:

– SMME status (EME or QSE) with ≥51% black ownership (20 points).

• Minimum thresholds: price must be quoted per unit, exclusive of VAT, and all required documentation must be provided to be considered.
• Evaluation stages: initial compliance check, then price ranking, followed by assessment of specific goal points.

• Provide software maintenance and support for the BEST SAP Add‑On Module on a subscription basis for 12 months.
• Include telephonic support of 4 hours per month (total 48 hours per year).
• Service provider must supply a current certificate confirming accreditation by SAP South Africa.
• Service provider must also provide a current certificate proving they are the Original Equipment Manufacturer of the BEST SAP Add‑On Module or are accredited by MinaBiz.
• Provide two reference letters from clients for similar projects.
• Service must include collection and delivery of the solution back to Johannesburg Water.

• Quote unit prices exclusive of VAT; total quotation value must include VAT where applicable.
• Prices will account for 80% of the overall score.
• No specific bonds or guarantees are mentioned in the document.
