Technical/functionality evaluation requires a minimum score of 75% (fallback 65% if no bid reaches 75%); scoring covers track record (reference letters, 30 points), team leader (30 points) and team member 1 (40 points).
Bidders must be registered on the Central Supplier Database (CSD) with compliant tax status and no restriction from doing business with the public sector; all returnable documents (SBD 1, SBD 4, SBD 6.1, CSD report, signed special conditions) must be completed and signed.
