• Tender documents must be fully completed and clearly marked with Tender No. BS06/06/2026 and the tender title.
• The tenderer's name must be on the envelope.
• Submit in a sealed envelope to the tender box at Steve Tshwete Municipality, 1st floor, Room B 207, Civic Centre, Corner Walter Sisulu and Wanderers Avenue, Middelburg.
• Submission deadline is 12:00 on 21/07/2026.
• Telegraphic, telephonic, telex, facsimile, email, unmarked and late tenders will not be considered.
• The following documents must be attached as Annexure A (failure to submit compulsory documents leads to disqualification):
• Copy of Company registration certificate (CK) for companies/close corporations (Compulsory).
• Certified ID Copy for individuals (Compulsory).
• Copy of current municipal account (not older than 3 months) or copy of Lease Agreement (and Landlord’s municipal account) (Compulsory).
• All forms must be completed in full (Compulsory).
• Copy/share certificates and medical certificate (where necessary) (Non-Compulsory).
• Copy/printed Tax compliance status Pin (Non-Compulsory).
• CSD summary report (Non-compulsory).

• Fully completed tender documents must be clearly marked with Tender No. BS06/06/2026, the tender title, and the tenderer's name.
• Documents must be placed in a sealed envelope and submitted to the tender box at Steve Tshwete Municipality, 1st floor, Room B 207, Civic Centre, Corner Walter Sisulu and Wanderers Avenue, Middelburg, by 12:00 on 21/07/2026.
• The envelope must be endorsed with the tender number, title, and closing date.

Must be registered on Central Supplier Database; Cannot be in service of the state; Cannot be advisor/consultant contracted with municipality; Directors/managers/principal shareholders cannot be in state service; Must submit required compulsory documents; Tenders must be submitted physically by deadline - no electronic submissions.

• The lease period is 36 months.

• No awards will be made to a person:
• Not registered on the Central Supplier Database (CSD).
• In the service of the state.
• If not a natural person, and any director, manager, principal shareholder or stakeholder is in the service of the state.
• An advisor or consultant contracted with the municipality or municipal entity.
• Required documents include:
• CSD registration (mandatory for award).
• Company registration certificate (CK) or certified ID copy for individuals.
• Tax compliance status Pin (non-compulsory but can be submitted).
• Current municipal account or lease agreement.
• B-BBEE/Specific Goals are part of the evaluation (20 points).

• The tender involves leasing municipal waste transfer station recycling areas for recovery and sorting of recyclable materials for 36 months.

• The municipality reserves the right to withdraw any invitation to tender, re-advertise, reject any tender, or accept only part of a tender.
• The municipality does not bind itself to accepting the lowest tender or awarding to the bidder scoring the highest number of points.

• Bidders are first evaluated on functionality and must attain 60 points before financial proposals are considered.
• A preferential point system applies in accordance with the Preferential Procurement Policy Framework Act and the municipality's Supply Chain Management Policy.
• 80 points are allocated for price and 20 points for Specific Goals.
• The municipality does not bind itself to accepting the lowest tender or awarding to the bidder with the highest points.
