Functionality threshold: 60 points minimum to qualify for financial evaluation. Preferential Procurement Policy Framework Act applies. Scoring: 80 points for price, 20 points for Specific Goals. Municipality reserves the right to reject any tender, accept partial tenders, or award outside the highest scorer.

Scope: Printing and posting of monthly accounts for 36 months. Tender governed by Section 110 of the Municipal Finance Management Act, 2003.

Non-refundable tender document fee: R850 (cash/debit/credit card only). Pricing evaluated under 80/20 point system (price/Specific Goals). No additional financial guarantees or bonds specified.

Compulsory: Registered on Central Supplier Database (CSD). Disqualification if: bidder is in the service of the state, or any director/manager/shareholder is in state service, or bidder is an advisor/consultant contracted with the municipality or its entities.
