Deposit in the tender box at Steve Tshwete Local Municipality, 1st floor, Room B207, Civic Centre, Corner Walter Sisulu and Wanderers Avenue, Middelburg, before 12H00 on 07/07/2026. Tenders will be opened in public. Tender documents cost R850 (non-refundable, cash or debit/credit card only) and are obtainable from Legal & Administration Department, Room B207, Municipal Building, Wanderers Avenue, P.O. Box 14, Middelburg, Mpumalanga 1050, from 09/06/2026. The municipality reserves the right to withdraw, re-advertise, reject any tender, or accept part of it. Appointment of a panel of up to four (4) contractors for the supply, replacement, and construction of water and sewer networks in the Steve Tshwete Local Municipality (STLM) area. Work is to be performed as and when required over three (3) financial years. Bidders must have the necessary skills, experience, and capacity to execute the required work.

Compulsory documents (failure to submit results in disqualification): Copy of company registration certificate (CK), current municipal account (not older than 3 months) or lease agreement, Joint Venture Agreement (if applicable, must be registered on CSD as a joint venture), CIDB grading of 4CE or higher, audited annual financial statements for the past 3 years, all forms fully completed. Non-compulsory documents (failure to submit results in no points awarded): Copy(ies) of share certificate(s), certified copy of medical certificate (where necessary), CSD summary report, compliance status. Bidders in the service of the state, or with directors/shareholders in the service of the state, or acting as advisors/consultants to the municipality, are disqualified.

The municipality reserves the right to withdraw any invitation to tender, re-advertise, reject any tender, or accept part of it. The municipality is not obligated to accept the lowest tender or award a contract to the highest-scoring bidder.

Disqualification applies to: Persons in the service of the state, entities where any director/manager/principal shareholder is in the service of the state, or advisors/consultants contracted with the municipality or its entities.

Bidders must score a minimum of 70 points on functionality for financial proposals to be considered. Evaluation follows a preferential point system: 80 points for price, 20 points for Specific Goals.
