Submit fully completed tender documents in a sealed envelope, clearly marked with "Tender No. BS09/06/2026", the tender title, and the closing date. Place the envelope in the tender box on the 1st floor, Room B207, Civic Centre, Corner Walter Sisulu and Wanderers Avenue, Middelburg, by 12:00 on 04/08/2026. Late, unmarked, or electronically submitted tenders (telegraphic, telephonic, telex, facsimile, email) will not be accepted. Tender documents cost R880 (non-refundable, cash or card only) and are available from 07/07/2026 at Legal & Administration Department, Room B207, Municipal Building, Wanderers Avenue, Middelburg. The municipality reserves the right to reject any tender, re-advertise, or accept partial bids and is not bound to award to the lowest or highest-scoring bidder.

Must be registered on the Central Supplier Database (CSD).

Must not be in the service of the state or linked to state employees/directors/shareholders.

Must not be an advisor/consultant currently contracted with the municipality.

Must hold valid LGSETA accreditation (endorsed by National Treasury).

Joint ventures must be registered on CSD as a Joint Venture.

Training of municipal officials on the Municipal Finance Management Programme (MFMP), covering 21 unit standards at NQF Level 6 (SAQA ID 48965). Bidders must hold a valid accreditation certificate from the Local Government Sector Education and Training Authority (LGSETA), endorsed by National Treasury.

Compulsory documents (failure to submit results in disqualification): Copy of company registration certificate (CK), copy of current municipal account (not older than 3 months) or lease agreement (with landlord’s municipal account), Joint Venture Agreement (if applicable, with CSD registration as a Joint Venture), valid LGSETA accreditation certificate endorsed by National Treasury, and fully completed tender forms. Non-compulsory documents (no points awarded if omitted): Copy of share certificate(s), certified medical certificate (if applicable), tax compliance status PIN, and CSD summary report. Additional disqualification criteria: Bidders must be registered on the Central Supplier Database (CSD). No awards will be made to: persons in the service of the state, non-natural persons with directors/managers/shareholders in state service, or advisors/consultants contracted with the municipality or its entities.

The municipality reserves the right to withdraw any invitation to tender, re-advertise, reject any tender, or accept partial bids. The municipality is not bound to accept the lowest tender or award to the highest-scoring bidder.

80 points allocated for price, 20 points for Specific Goals.
