Suppliers must be registered on the Central Supplier Database (CSD). • Price definition: Amount tendered for goods/services, inclusive of all applicable taxes and less unconditional discounts.
• Rand value: Total estimated contract value (inclusive of taxes) at the time of bid invitation.

• Compliance with Preferential Procurement Regulations, 2022, and the Preferential Procurement Policy Framework Act, 2000.
• Submission of SBD 6.1 Preference Points Claim Form is mandatory for all tenders.
• Bidders must provide proof/documentation to claim points for specific goals (e.g., HDI ownership, Black Women ownership, disability/youth ownership).
• Fraudulent claims or non-compliance may result in:
• Disqualification from the tender process.
• Recovery of costs/losses/damages by the organ of state.
• Contract cancellation and damages claimed.
• Restriction from doing business with any organ of state for up to 10 years.
• Criminal prosecution.
• Company/firm must certify the accuracy of claimed points and acknowledge potential penalties for false claims.

• Specific goals and points are outlined in Table 1 of the SBD 6.1 form. Bidders must indicate how they claim points for each applicable preference point system (80/20 or 90/10).

• Contractor must furnish documentary proof of preference claims if awarded the contract.
• Penalties for fraudulent claims or non-compliance include:
• Disqualification from the tender process.
• Recovery of costs, losses, or damages incurred by the organ of state.
• Contract cancellation and damages claimed for less favorable arrangements.
• Restriction from obtaining business from any organ of state for up to 10 years (after due process).
