Supply and deliver catering services for Minister’s Induction with DFFE Managers and Public Entities on 09 and 10 July 2026 at Environment House, 473 Steve Biko Road, Arcadia, Pretoria. Menu includes breakfast, lunch, drinks, and Halaal options. Key requirements: Tea/coffee/sugar in sealed sachets; valid Food Premises Certificate (in bidding company’s name) issued by Municipality; SANBWA-compliant bottled water; sufficient cutlery, crockery, and serviettes; clean, sanitized serving stations; dedicated bins for waste removal; food handling tools (tongs); canopy-covered transport vehicle; staff in uniform and PPE (gloves, hair nets, closed shoes, aprons). Halaal food must be sourced from accredited Halaal restaurants.

Day 1 (09 July 2026): Breakfast (30 pax): croissants, scones, teas, coffee, sugars, honey, lemon, milk; Mixed Fruit Kebabs (33); Halaal breakfast (3 pax): wraps, teas, coffee, sugars, honey, lemon, milk. Lunch (30 pax): rice, dumpling, beef stew, grilled fish, gravy, salad, vegetables; Halaal lunch (3 pax): rice, lamb chops, 2 salads, gravy. Drinks: 10x soft drinks, 23x fruit juice, 33x bottled water. Day 2 (10 July 2026): Breakfast (31 pax): same as Day 1; Mixed Fruit Kebabs (35); Halaal breakfast (4 pax): toasted sandwiches, teas, coffee, sugars, honey, lemon, milk. Lunch (31 pax): rice, dumpling, lamb stew, grilled fish, gravy, salad, vegetables; Halaal lunch (4 pax): rice, lamb stew, 2 salads, gravy. Drinks: 15x soft drinks, 20x fruit juice, 35x bottled water. All costs (delivery, taxes, VAT, PAYE, UIF, SDL) included in bid price.

Pricing must include all delivery costs, VAT, PAYE, income tax, UIF contributions, and skills development levies. Prices must be firm and valid for 90 days from closing date (07 July 2026). Department may extend validity period; bidders must respond in writing to confirm acceptance. Quotation must reflect item descriptions, validity, banking details, contact details, and CSD/MAAA number. Equivalent brands to those specified (e.g., Joko, Five Roses, Jacobs) are acceptable.

Mandatory: Valid Food Premises Certificate (in bidding company’s name) issued by Municipality. Tax compliance: Submit TCS PIN (via SARS e-Filing) or CSD number. CSD registration and report required. For preference points: Submit SBD 6.1, Medical Certificate (for disability), SANAS/CIPC B-BBEE certificate or sworn affidavit, and CIPC Ownership Certificate. Disqualification risks: Non-compliance with tax status (7-day rectification period); fraudulent information; false declarations; listing on National Treasury’s restricted suppliers database; failure to quote per specification.

To claim preference points: Submit SBD 6.1, Medical Certificate (for disability claims), SANAS/CIPC-accredited B-BBEE certificate or sworn affidavit, and CIPC Ownership Certificate. Points awarded for >50% ownership by Black People, Women, or people with disabilities. Failure to submit proof forfeits points.

Staff must wear uniform and PPE: disposable gloves, hair nets, closed shoes, aprons. Serving stations must be clean, sanitized, and well-presented. Safe and hygienic production, transport, and serving of meals required per industry standards. Food handling tools (e.g., tongs) must be provided for patron use.

Catering company must use dedicated bins and remove all waste generated within the facility after service.

DFFE reserves the right to: perform due diligence; request additional validation; reject non-compliant/illegible submissions; not award the contract; negotiate with recommended providers. Accepted RFQs communicated via official purchase order or appointment letter. No delivery before official order. Prices must be firm and VAT-inclusive. Bid validity: 90 days from closing date (extendable; written response required). Equivalent brands to specifications are acceptable.
