Tenders will be opened in public. Late, telegraphic, telephonic, telex, facsimile, or e-mail submissions will not be accepted. The municipality reserves the right to withdraw, re-advertise, reject any tender, or accept part of it and is not bound to accept the lowest tender or award to the highest scorer.

Scope: Appointment of a financial institution to render banking services for a period of 60 months. Detailed scope is defined in the bid document’s Scope of Services section.

Compulsory documents (failure to submit results in disqualification): Copy of company registration certificate (CK), copy of current municipal account (not older than 3 months) or lease agreement (with landlord’s municipal rates account), joint venture agreement (if applicable), joint ventures must be registered on CSD as a joint venture, audited annual financial statements for the past 3 years, certified copy of Professional Indemnity Insurance, registration certificate in terms of the Bank Act, Financial Sector Conduct Authority Registration Certificate as a Financial Service Provider, and all forms must be completed in full. Non-compulsory documents (failure to submit results in no points awarded): Copy(ies) of share certificate(s), certified copy of medical certificate (where necessary), copy/printed tax compliance status PIN, and CSD summary report. Disqualification conditions: No awards will be made to persons in the service of the state, entities where any director/manager/shareholder is in the service of the state, or advisors/consultants contracted with the municipality or its entities.

The municipality reserves the right to withdraw any invitation to tender, re-advertise, reject any tender, or accept part of it. The municipality is not bound to accept the lowest tender or award a contract to the bidder scoring the highest number of points.

Bids are pre-qualified based on functionality criteria. Only bids scoring a minimum of 70 points for functionality proceed to the price and preference goals evaluation stage. Scoring: 80 points for price, 20 points for specific goals, as per the Preferential Procurement Policy Framework Act and the municipality’s Supply Chain Management Policy.
