Bidders are required to submit their unique personal identification number (PIN) issued by SARS to enable the organ of state to verify the taxpayer’s profile and tax status.

Two-stage evaluation:

Phase 1 – Mandatory compliance (pass/fail). Failure on any requirement disqualifies the bidder; no further evaluation. Requirements:

• Valid Air Operating Certificate (AOC) issued by SACAA in the bidder's name.
• Valid Air Operations Specification (OPSPEC) issued by SACAA with General Air Service Class III, Aircraft Category H2.
• Valid Air Services Licence (ASL) issued by the Air Service Licensing Council, Class III, with Types of Air Services G3, G10, G15 and Aircraft Category H2.
• Valid Commercial Pilot Licence with Cull Rating issued by SACAA for the dedicated pilot (certified copy).
• Proof of combined Third Party and Passenger Liability insurance of at least R50 000 000 per incident, covering darting and other dangerous flying work; or a signed letter of undertaking/intent to obtain such cover upon award.
• Tax compliance: SARS TCS PIN or CSD number.
• CSD registration.
• Not a person in the service of the state, nor a company/close corporation with directors/members in the service of the state.

Phase 2 – Technical/Functional evaluation (only bidders passing Phase 1). Minimum qualifying threshold: 70% of total functionality points. Criteria and weights:

• Criterion 1 (35 points): Dedicated pilot's game-capture flying hours. 0 pts if <500 hrs or no logbook; 3 pts for 500 hrs; 5 pts for >500 hrs. Certified copy of pilot logbook required.
• Criterion 2 (35 points): Dedicated pilot's turbine/piston helicopter flying hours. 0 pts if <1 000 hrs or no logbook; 3 pts for 1 000 hrs; 5 pts for >1 000 hrs. Certified copy of pilot logbook required.
• Criterion 3 (30 points): Dedicated pilot's commercial helicopter licence with supporting documents (proficiency test within previous 6 months, valid medical certificate, valid Crew Resource Management certificate, valid Dangerous Goods certificate, copy of employment contract/agreement). 0 pts if no licence; 1 pt for licence only; 2 pts for licence with some supporting documents; 3 pts for licence with all required supporting documents; 5 pts for licence with additional supporting documents. Price and Specific Goals (80/20 preference point system):

• Price: 80 points (lowest acceptable price scores highest).
• Specific Goals: 20 points total, split as:

• Black ownership (≥51%): 10 pts for 90–100%, 8 pts for 70–89%, 6 pts for 51–69%, 4 pts for 40–50%, 2 pts for 30–39%, 0 pts for <30%.

• Enterprise type: EME 10 pts, QSE 5 pts, Generic 1 pt.

B-BBEE certificate (SANAS-accredited) or sworn affidavit must be submitted to claim points; otherwise zero points for specific goals.

Scope: Once-off helicopter services for Veterinary Wildlife Services game-capture operations during August and September 2026 at three national parks in the Eastern Cape.

Aircraft required: Four-seater piston helicopter – Robinson R44 (Raven 44) or equivalent.

Flight hours (excluding ferry):

• Addo Elephant National Park: 30 hours.
• Mountain Zebra National Park: 30 hours.
• Camdeboo National Park: 10 hours.

Total: 70 flight hours.

Pricing schedule requires a rate per hour (excl. VAT) for helicopter services and a separate line for fuel delivery for each park, with sub-totals, VAT at 15%, and a grand total (VAT inclusive) for all three parks combined.

Mandatory aviation compliance documents (Phase 1):

• Air Operating Certificate (AOC) from SACAA in bidder's name.

• Commercial helicopter licence with proficiency test (≤6 months), medical certificate, Crew Resource Management certificate, Dangerous Goods certificate, employment contract/agreement.

Dedicated pilot must demonstrate:

• Minimum 500 flying hours in game-capture operations (certified logbook copy).
• Minimum 1 000 flying hours on turbine/piston helicopters (certified logbook copy).
• Valid Commercial Helicopter Pilot Licence with Cull Rating.

Three separate pricing tables (one per park) with identical structure:

• Item 1: Helicopter services (R44 or equivalent) for animal capture – quantity in hours (Addo 30, Mountain Zebra 30, Camdeboo 10), rate per hour excl. VAT, total excl. VAT (ferry excluded).
• Item 2: Fuel delivery – lump sum excl. VAT.
• Sub-total, VAT at 15%, Grand Total per park.
• Final Grand Total (all three parks combined) VAT inclusive.

All prices excl. VAT in the line items; VAT added at 15%.

Pricing format: Schedule of rates per hour (excl. VAT) for helicopter services plus a separate fuel delivery line for each of the three parks. Sub-totals, VAT at 15%, and a grand total (VAT inclusive) for all parks combined.

Bid validity: 90 days from closing date.

Payment terms: Within 30 days of receipt of invoice after service delivery, in accordance with the PFMA.

Insurance: Combined Third Party and Passenger Liability cover of at least R50 000 000 per incident, including darting and dangerous flying work. Proof of existing cover or a signed letter of undertaking/intent to obtain cover upon award must be submitted.

Services are performed in three national parks (Addo Elephant, Mountain Zebra, Camdeboo) under the mandate of the National Environmental Management: Protected Areas Act. Operations support veterinary wildlife services and game capture for biodiversity conservation.

Contract form: SBD 7.2 (Contract Form – Rendering of Services) must be completed in duplicate and signed by both the service provider and SANParks after award. The successful bidder's offer remains binding for the 90-day validity period from the closing date. The contract incorporates the bidding documents: invitation to RFQ, pricing schedule(s), bidder's disclosure (SBD 4), and preference claims (SBD 6.1). The service provider accepts full responsibility for execution and warrants that prices cover all obligations. Payment by SANParks within 30 days of invoice receipt. Either party may be restricted from public-sector business for up to 10 years for fraudulent claims or breach. The bidder must confirm ability to deliver per the terms of reference upon appointment; failure to confirm allows SANParks to cancel the Purchase Order.
