• Submit your tender in a sealed envelope clearly marked: “BID NO.: COM: 90/2026, UPGRADING OF 3.25KM SIWELA ROAD IN WARD 04”; CLOSING DATE: 11 AUGUST 2026” and include your name.
• Place the envelope in the bid box at MBOMBELA CIVIC CENTRE, 1 NEL STREET, MBOMBELA, before 11:00 on the closing date.
• The tender document must be completed in non-erasable black ink. Corrections must be made by drawing a line through the error, writing the correction above, and signing next to it. No erasing fluid, tippex, pencil, or erasable ink is allowed.
• You must attach all returnable documents to the relevant pages and use file fasteners or binding tape to prevent loose pages. Loose pages or separate documents will not be accepted.
• The document must not be re-typed, altered, or taken apart.
• Only original submissions are required; no copies.
• Telephonic, telegraphic, telex, facsimile, or emailed submissions will not be accepted.
• The tender offer validity period is 120 days.
• Failure to attend the compulsory clarification meeting will result in disqualification.
• Forging documents may lead to being reported to SAPS and barred from public sector business for up to 10 years.

CIDB registration of 7CE or higher is mandatory. Joint Ventures allowed if combined grading meets requirement. Key Personnel must include a SACPCMP or ECSA registered Contracts Manager. Must attend compulsory clarification meeting. Must achieve minimum quality score of 70/100 for functionality (Plant, Personnel, Experience, Financials). Must be tax compliant and on CSD. No director/shareholder listed on Tender Defaulters Register. Must have no history of abusing SCM or failing contracts. Must be compliant with Occupational Health and Safety Act.

• Scope: Upgrading of 3.25km Siwela Road in Ward 04.
• The works are described in Part C3 (Scope of Works) of the tender document, including Description of Works, Engineering, Procurement, Construction, Management, and Health and Safety sections.
• Standards and specifications include: CIDB Standard for uniformity in Construction Procurement (10 July 2015), SANS 10845 series for construction procurement processes, GCC General Conditions of Contract for Construction Works (Third Edition 2015), and COTO Standard Specifications for Road and Bridge Works (2020).
• Key personnel must include a Contracts Manager registered with SACPCMP as Pr.CM or ECSA as Pr.Eng/Pr.Tech.Eng, who is the single point of accountability for construction management.
• Tenderers must demonstrate ability via company experience, plant and equipment, and financial references.

• Pricing must be in Rand.
• Submit balanced unit rates for rate-only items in the pricing schedule; imbalanced rates may be adjusted during evaluation.
• A letter of intent from an approved insurer for a Performance Bond (10% of the contract value) is required with the tender.
• Proof of public liability/third-party insurance for a minimum of R5,000,000 is required.
• Arithmetical errors, omissions, or discrepancies in pricing will be corrected as per the tender conditions; omissions may lead to disqualification.
• Tenderers must submit copies of relevant Annual Financial Statements for the last 3 financial years.

• CIDB Registration: Must be registered with CIDB in a grading designation of 7CE or higher. Joint ventures require combined grading equal to or higher than 7CE.
• Central Supplier Database (CSD): Full CSD report (not summary) not older than 30 days from closing date. Must be in good standing with SARS.
• Tax Compliance: Valid Tax Compliance Status (TCS) from SARS.
• B-BBEE: Certified copy of B-BBEE certificate or sworn affidavit (for EMEs/QSEs) to claim preference points.
• Company Registration: Submit company registration certificate.
• Municipal Rates and Taxes: Submit current municipal rates and taxes statements (or proof of residence from tribal authority, or lease agreement with lessor’s rates statement) for the business and all directors/partners. Accounts must not be in arrears for more than 90 days.
• COIDA: Letter of good standing for Compensation for Occupational Injuries and Diseases Act.
• Certified Documents: All certificates, IDs, qualifications, etc., must be certified by a Commissioner of Oaths within the last 3 months; copies of certified copies are not accepted.
• Joint Ventures: Formal JV agreement required, with lead partner holding at least 51% shares; all parties must submit individual returnable documents except consolidated B-BBEE certificate and combined CIDB grading.
