Purpose: Invite service providers to submit quotations for conducting ISO 45001 OHS Certification Audit Services for the Railway Safety Regulator (RSR). Background: RSR is a statutory organization mandated by the Railway Safety Act. Currently certified against ISO 22301:2019 (Business Continuity Management System), RSR seeks to adopt ISO 45001:2018 to enhance safety performance, regulatory compliance, organizational efficiency, and stakeholder confidence. Scope: Conduct ISO 45001:2018 Occupational Health and Safety Management System (OHSMS) certification audit for the Railway Safety Regulator (RSR). The service provider must be accredited by IAF, SANAS, or an equivalent international body. Deliverables: 1. Conduct a comprehensive certification audit against ISO 45001:2018 requirements. 2. Provide a detailed report outlining non-conformities, observations, and opportunities for improvement. 3. Facilitate feedback and close-out sessions with RSR stakeholders. 4. Support alignment and development. Timeline: 2026 - ISO 45001:2018 Certification Audit, 2027 - Surveillance Audit 1, 2028 - Surveillance Audit 2.

Service providers must outline their audit approach and methodology. Evaluation criteria: 20 points for exceptional (structured, risk-based, process-oriented, exceeds standard practices), 10 points for moderate (meets baseline expectations), 5 points for poor (generic/checklist-only, misses key aspects), 0 points for no methodology. The methodology must demonstrate a clear and logical audit plan, application of relevant ISO audit techniques, and a well-defined process-based approach.

Comprehensive quotation required, prices must be VAT-inclusive. Payment terms and bonds/guarantees are not specified in the document.

Mandatory for disqualification risk: Valid accreditation certificates (IAF, SANAS, or equivalent) confirming authorization to conduct ISO 45001:2018 audits. Mandatory accreditation: Service provider must be accredited or recognized by the International Accreditation Forum (IAF), South African National Accreditation System (SANAS), or any equivalent international certification accreditation body. Valid accreditation certificates must confirm the organization is authorized to conduct audits on ISO 45001:2018 management system standards. Failure to submit this will result in disqualification.

Evaluation is governed by the Preferential Procurement Policy Framework Act (PPPFA) and its 2022 regulations. The 80/20 system applies to acquisitions with a Rand value equal to or below R50 million (inclusive of all applicable tax).

The tender requires the submission of the SBD 6.1 Preference Points Claim Form as part of the bid. This form is mandatory for all tenders and is used to claim preference points under the Preferential Procurement Regulations, 2022.

Non-compliant supplies may be rejected and must be substituted promptly.

Tax Compliance: A valid original Tax Clearance Certificate issued by SARS must be submitted prior to bid award. No contract will be concluded with bidders whose tax matters are not in order.

National Industrial Participation (NIP): Contracts may be subject to NIP obligations as specified in the Special Conditions of Contract (SCC).

General Conditions of Contract (GCC) are fixed and non-amendable. Special Conditions of Contract (SCC) are compiled separately for each bid and supplement GCC. In case of conflict, SCC provisions prevail over GCC.
