Bids must be sealed and placed in the tender box on the Ground Floor, Dihlabeng Local Municipality, 9 Muller Street, Bethlehem, 9700, by 12:00 on the closing date. The envelope must be externally endorsed with the contract number and description. Submit one original and one scanned copy (PDF) of the original on a flash drive, including all exhibits and forms in the returnable schedule. Bids must be completed in accordance with the conditions and bid rules in the bid documents. Failure to submit any required document may lead to disqualification. Required returnable forms include: Certificate of Authority for Signatory, company registration (CK), certified ID copies of directors/members, CSD registration report, SARS tax clearance, proof of municipal services payment, joint venture and Power of Attorney (if applicable), Professional Indemnity Insurance, completed Bill of Quantities, all prescribed compulsory bid forms, and proof of registration with relevant professional bodies. Bids are evaluated in four stages: Stage 1: Pre-evaluation; Stage 2: Functionality; Stage 3: Financial Offer and Preference Evaluation (80/20 scoring points); Stage 4: Risk Analysis. Pre-evaluation requires submission of all listed documents; failure to submit any may lead to disqualification.

A non-refundable document fee of R1000.00 per document set is payable for physical bid documents; documents can be downloaded for free from the E-Tender Portal.
