• Technical evaluation: Functionality requirements weighted 60%, General requirements 15%, Product Roadmap 5%, Service requirements 20%. Minimum threshold of 70% for Desktop Evaluation Score (DES). • Product Risk Evaluation: Only suppliers with DES ≥70% proceed. May involve online demonstration, site visit, or at Eskom site. Criteria: Functional requirements 60%, General requirements 20%, Service requirements 20%. • Final Technical Evaluation Score (TES) = average of DES and Product Risk Evaluation Score (PRES). If no PRES, TES = DES. Minimum TES of 70% required to proceed to commercial evaluation. • Price evaluation: Inclusive of VAT, corrected for arithmetical errors, excluding contingencies. Unconditional discounts considered; conditional discounts not considered for evaluation but applied at payment. • Prices scored out of 80 or 90 points. • Specific Goals scored out of 20 or 10 points in accordance with PPPFA. Failure to submit evidence results in 0 points for that goal. • Ranking: Combined score from Pricing and Specific Goals using 90/10 or 80/20 system. Lowest acceptable tender determines which system applies. • Objective criteria include: Skills Development Target of 8 IT Technicians, procurement spend of 30% on EME/QSE Level 1 or 2 with ≥51% black ownership, mandatory subcontracting of ≥30% of contract value (where feasible) to designated groups for contracts above R30 million.

• Scope: Design, supply, delivery, installation, commissioning, maintenance, support, and training of an on-premises Operational Technology (OT) Security Information and Event Management (SIEM) solution for three separate critical OT systems within NTCSA. • Key requirements: Solution must run autonomously without external communication; support log management, monitoring, correlation, threat intelligence, user and entity behaviour analysis, threat alerting, analytics, dashboards, reporting; integrate with various data sources; comply with Eskom OT Cyber Security standards. • Availability: 99.95% availability without redundancy; high availability and disaster recovery requirements vary per OT system. • Data retention: Hot data for 30 days, warm for 90 days, archived data must remain searchable. • Support and maintenance: Annual maintenance agreement required; includes firmware/software updates, hardware support, technical assistance. • Training: Formal training in RSA covering system overview, configuration, threat monitoring, hands-on practicals. • Design artefacts: High Level Design (HLD), Low Level Design (LLD), Network Implementation Plan (NIP), Network Ready for Use (NRFU), As Built documentation required. • Refer to detailed specifications: 240-185000083 (OT SIEM requirements), 240-135089195 (Generic Telecoms requirements), 240-170001061 (Cyber Security Standard), 240-79669677 (DMZ designs).

What financial requirements apply to bidders?

Accepted Answer

• Payment terms: For contracts below R50 million (incl. VAT), payment within 30 days of receipt of undisputed invoice. For contracts above R50 million (incl. VAT), payment within 60 days. • No performance security required. • Prices must be inclusive of VAT. • Tenderers must submit audited financial statements for the previous 18 months (or last year if not available). Joint ventures must submit statements for each participant. Start-ups formed within last 12 months exempt but must furnish statements after first year. • Conditional discounts not considered for evaluation but implemented at payment.

What compliance and legal requirements must bidders meet?

• CSD registration: Proof of valid and current CSD registration required for all local tenderers and foreign tenderers with local footprint. • Tax compliance: Certified copy of tax clearance certificate required from foreign tenderers with footprint in SA (not registered on CSD) and local tenderers (if not provided SARS PIN/CSD profile). Foreign suppliers with no footprint complete SBD1 but no proof required. • B-BBEE: Submit SBD 6.1 Preference Points Claim Form. Failure to submit proof for Specific Goals results in 0 points. • Employment Equity: If a designated employer, provide proof of compliance with Employment Equity Act (South African tenderers only). • COIDA: Original certificate of good standing or proof of application from Compensation Fund required (South African tenderers only). • SHEQ requirements: Refer to SHEQ folder for quality, safety, environmental documents. • Eligibility criteria: Tenderers must not be on sanctions lists, submit multiple tenders, have conflicts of interest, be restricted by National Treasury, on Tender Defaulters list, or sub-contract 100% of scope.
