Phase 2 – Mandatory Requirements (pass/fail): Functional demonstration of payment gateway capabilities, technical compliance with specifications, security compliance (PCI DSS, POPIA), reference checks.
Phase 3 – Functionality/Technical Evaluation: Scored on technical solution quality, integration capability, security architecture, reporting functionality, SLA compliance capability, and team expertise.
Phase 4 – Pricing & Specific Goals (80/20 system): Price 80 points, Specific Goals 20 points. Contract awarded to highest scoring tender. If tie, highest specific goals score wins; if still tied, drawing of lots.

Transaction volumes (Apr 2024-Mar 2025): CNP ~406,537 transactions worth R1.57 billion; CP ~549,495 transactions worth R844 million. These are estimates only.
Contract term: 5 years. Pricing must be fixed/with clear escalation formula. All costs must be fully disclosed — no hidden fees. Acquiring bank transition costs (if applicable) must be disclosed upfront and must not result in penalties to SANParks.
