Tenderers must: (1) Not be under restriction to do business with Eskom or State-Owned Companies; (2) Not have nationality of sanctioned countries; (3) Not submit multiple tenders for same opportunity; (4) JV/consortium agreements must state joint and several liability; (5) Have no conflict of interest; (6) Not be restricted by National Treasury; (7) Not be on Tender Defaulters list; (8) Not subcontract 100% of scope. Bidders with existing/expired Eskom contracts who have defaulted or have open non-conformances will be disqualified.

• Scope: Purchase and removal of scrap ferrous metal (Steel, Sub-Grade, CT's, VT's, Steel Cages, Porcelain, Rubber, Recloser/Breakers, Insulators, Isolators, line hardware) at Kusile Power Station.
• Contract period: 24 months on an “as and when” required basis.
• Weighing procedure:
• Successful tenderer must weigh vehicle empty and produce weigh bridge certificate before loading.
• After loading, accompanied by Eskom representative at weigh bridge for final weighing.
• Authorized certificate forwarded to Asset Disposal Officer for verification.
• Payment: Based on actual weight at end of month's collections.
• Site requirements:
• All truck drivers must obtain a valid induction permit.
• All trucks must have valid vehicle permit and be roadworthy to enter site.
• Green colour-coded skips may be requested for placement in strategic, high-volume areas.
• Cutting equipment must be declared at Security Gate; authorization from site manager required.
• During outages, collection required daily including weekends.
• All scrap loading under supervision of Eskom Site Agent.
• Safety File must be approved before contract commencement.
• Induction and work permits issued as required.
• Goods for sale identified by Eskom.

• Pricing format: Submit ITAC percentage for each material classification.
• Materials and ITAC codes:
• Heavy Metal: ITAC Code 201.
• Subgrade: ITAC Code 215.
• Contaminated/Mixed: ITAC Code 280.
• Price calculation: Rand price = quoted percentage of ITAC price × price.
• Evaluation based on historic collections: ITAC Code 280 (Contaminated) and ITAC Code 215 (Subgrade).
• Payment terms: Eskom's standard payment terms apply; reserves right to negotiate with preferred bidders if prices not market-related.
• Subcontracting with subsidiary companies must be declared to avoid fronting interpretation.

• Central Supplier Database (CSD): Proof of valid and current registration required prior to award.
• Tax compliance:
• Local tenderers: Provide SARS e-filing PIN for verification or submit tax clearance certificate.
• Foreign tenderers with South African footprint: Submit certified copy of tax clearance certificate if not registered on CSD.
• Foreign suppliers with no footprint: Complete SBD1; no tax compliance proof required.
• B-BBEE: Submit B-BBEE Affidavit (DTI Template) and Verification Certificate from accredited agency.
• Company registration: Submit CIPC company registration documents or disclosure certificate for conflict of interest assessment.
• COIDA: Valid certificate of good standing required for South African tenderers.
• Second-Hand Goods Certificate: Required from SAPS/license for scrap dealers and recyclers (valid and current).
• Eligibility criteria:
• Tenderer or principals must not be restricted from doing business with Eskom or State-Owned Companies.
• Ineligible if nationality is from a country on international sanctions list.
• Ineligible if submitting more than one tender individually or as JV/consortium partner, except for multiple submissions due to E-Tendering size limit.
• Ineligible if JV/consortium agreement does not state joint and several liability.
• Ineligible if conflict of interest exists.
• Ineligible if tender signed by non-authorized persons, restricted by National Treasury, on Tender Defaulters list, or subcontracting 100% of scope.

• Additional precautions for cutting equipment.
• Successful tenderer responsible for any oil spills; oil in equipment becomes tenderer's property.
• Obtain Eskom permit before work commencement; notify site agent for sign-off after completion.
• Rehabilitation of oil spills required.
• Disqualification: Bidders with existing/expired Eskom contracts defaulted, or open non-conformances not closed, will be disqualified.

• Environmental documents may be required as per scope (listed in returnables).
• Scope includes removal of scrap ferrous metal at Kusile Power Station over 24 months.
• Completion of Safety and Environmental File compulsory before work commencement.

• Eligibility: Tenderer must not be from a country on international sanctions list.
• Multiple submissions: Not allowed except on E-Tendering system where size limit (900MB) may require multiple submissions with same tender number.
• Joint venture/consortium: Agreement must state joint and several liability for contract execution.
• Conflict of interest: Tenderers with common controlling partners, majority shareholders, or relationships influencing the process are disqualified.
• Subcontracting: 100% subcontracting of scope makes tenderer ineligible.
• Contractual requirements (e.g., CSD registration) assessed after evaluation; failure to meet may result in non-responsiveness and ineligibility for award.

• Price evaluation: Scored out of 80 points.
• Prices evaluated exclusive of VAT, corrected for arithmetical errors, excluding contingencies.
• Adjusted for acceptable variations, deviations, or alternative tenders.
• Net Present Value comparison based on tendered program, prices, estimated effect of Price Adjustment Factors, exchange fluctuations, and other risk parameters.
• Unconditional discounts considered for evaluation; conditional discounts implemented at payment.
• Specific Goals (B-BBEE/preference points): Scored out of 20 points in accordance with PPPFA.
• Failure to submit evidence for Specific Goals results in 0 points for that goal, but not disqualification.
• Ranking: Combined score from Pricing (80) and Specific Goals (20) under 80/20 system, ranked highest to lowest.
• Contractual requirements (e.g., CSD registration) are not evaluation criteria; assessed after evaluation and ranking.
