5-Year supply and delivery of electrical fuses for eskom’s matla power station

Contract duration: 60 months (5 years).

Submit the following returnable documents to claim preference points:

• Valid B-BBEE certificate (SANAS-accredited) or sworn/CIPS affidavit
• Proof of ownership/shareholding (CIPC documentation) with shareholding breakdown
• Certified ID copies of shareholder(s)
• Proof of Disability (if applicable)
• Consolidated B-BBEE status level certificate (for trusts, consortia, or joint ventures)

SDL&I Objectives:

• Submit SDL&I objectives as required. Failure to meet Eskom’s targets will not disqualify you, but commitments become contractual obligations.
• Submit SDL&I Implementation Schedule within 28 days of contract award for monitoring.
• Quarterly SDL&I reports must be submitted to Eskom. Corrective measures are required if obligations are not met, or retention clauses will be invoked.

Required documents to claim preference points: Valid B-BBEE certificate (SANAS-accredited) or sworn/CIPS affidavit; proof of ownership/shareholding (CIPC); certified ID copies of shareholder(s); proof of disability (if applicable); consolidated B-BBEE certificate for trusts/consortia/joint ventures.

Scope: Supply and delivery of fuses for all areas in Matla Power Station.

Duration: 60 months (5 years).

Tender response must separate local and imported components as per the Price Schedule. Local procurement content = total spending minus imported component.

Pricing must be separated into local and imported components as per the Price Schedule.

• Local procurement content: Total spending minus imported component.
• Eskom target for local procurement content: 100%.

B-BBEE Compliance:

• Valid B-BBEE certificate or sworn affidavit is mandatory for contract award.
• Exempted Micro Enterprises (annual revenue ≤ R10M): Submit sworn affidavit.
• Qualifying Small Enterprises (annual revenue ≤ R50M): Submit sworn affidavit if ≥51% Black-owned; otherwise, comply with QSE scorecard.
• Annual revenue > R50M: Submit valid B-BBEE certificate (SANAS-accredited).

Sworn Affidavit Validity Requirements:

• Deponent’s name and ID number as per identity document.
• Designation (director/owner/member) must be indicated.
• Enterprise name (per CIPC) and business address.
• Black ownership, black female ownership, and designated group percentages (no blank spaces).
• Total revenue for the year under review (audited or management accounts).
• Financial year-end date.
• B-BBEE status level (only one).
• Empowering supplier status (for QSEs, select basis).
• Same date for deponent and Commissioner of Oath signatures (signed in presence of Commissioner).
• Commissioner of Oath cannot be an employee or ex-officio of the enterprise.

SDL&I Obligations (Contractual):

• B-BBEE Improvement/Retention Plan: Submit within 30 days of contract signing.
• Level 1: Maintain status.
• Level 2-3: Improve/maintain status over contract period.
• Level 4: Achieve Level 3 by end of first year, then improve annually.
• Level 5-8/Non-compliant: Achieve Level 4 by end of first year, then improve by one level annually thereafter.
• Local Procurement Content: 100% target (value added in South Africa).
• Job Creation: Propose type and number of jobs to be created/retained in South Africa.
• Skills Development:
• Skill one candidate for every R30M cumulative spend (implemented one month after threshold is reached).
• Obligation lasts for contract duration with monthly progress reporting.
• Candidates must be from previously disadvantaged groups, sourced locally.
• Bursary minimum duration: 24 months (1st/2nd year National Diploma at university of technology).
• Tenderer bears full cost; Eskom provides no financial contribution.

Penalties:

• 1.5% of contract value for failure to meet SDL&I obligations.
• 1.5% of every invoice (excluding VAT) retained as security until SDL&I obligations are fulfilled.

Sworn Affidavit Validity: Must include deponent details, enterprise name/address, ownership percentages, revenue, financial year-end, B-BBEE level, empowering supplier status, and valid Commissioner of Oath signatures.

Market Research: No current suppliers; open market.

Tenderers failing to provide B-BBEE documentation: Only score points for price (90/80) and 0 for specific goals (10/20).
