• Scope of Work is included in NEC Term Services Contract (Attachment 1).
• Quality requirements include: Supplier Quality Management Specification, Quality Control Plan or Inspection Test Plan (QCP/ITP), CQP Template.
• Safety requirements include: OHS Specification, OHS&Q Management Plan, OHS Baseline Risk Assessment, Work at Height Standard, Management of Substance Abuse, Working in Confined Spaces.
• Mandatory returnables for quality and safety must be submitted by tender closing.
• CIDB grading requirement: Tenderers must have a CIDB contractor grading of 7SF or higher (estimated based on contract value over 5-year period). Joint ventures eligible if all members registered with CIDB and combined grading meets requirement.
• Contract Skills Development Goals (CSDG) applicable: 0.25% for Engineering and Construction Works contract, detailed in BOQ/Pricing schedule.

• Safety requirements include: Eskom Acknowledgement Form for OHS Legal Requirements, OHS Specification, OHS&Q Management Plan, PPE Non-Compliance Memo, OHS Baseline Risk Assessment, Work at Height Standard, Management of Substance Abuse, Working in Confined Spaces.
• COIDA certificate of good standing or proof of application required for South African tenderers.

• Pricing Schedule/BOQ (Attachment 3) must be submitted in PDF and Excel format.
• Cataloguing: If required, include a line item in Pricing Schedule for cataloguing; tenderers must quote for it.
• Alternative tenders not allowed.
• Contract Skills Development Goals (CSDG) percentage: 0.25% contained in relevant BOQ/Pricing schedule.

• Payment terms: For contracts below R50 million (including VAT), Eskom pays within 30 days of receipt of undisputed invoices. For contracts above R50 million (including VAT), payment within 60 days.
• Pricing Schedule/BOQ (Attachment 3) must be completed and submitted.
• Cataloguing: If required, Pricing Schedule must include a line item for cataloguing; tenderers must quote for it. Eskom will pay for cataloguing.
• Alternative tenders are not allowed.
• Financial viability assessment may be required as an additional contractual requirement (submission of financial statements).

• Mandatory: Proof of CSD registration (CSD number/report).
• Additional requirements may include: SHEQ requirements, financial viability (financial statements), BBBEE requirements.
• BBBEE proof: B-BBEE status level certificate, sworn affidavit, or other as per B-BBEE Act.
• Tax Compliance: Certified copy of tax clearance certificate required for foreign tenderers with South African footprint and local tenderers without CSD/SARS PIN verification. Foreign suppliers with no footprint complete SBD1 only.
• Employment Equity Act compliance required for designated employers (South African tenderers only).

• Specific Goals evaluation: Scored out of 20 points under PPPFA 2022; failure to submit evidence results in 0 points but no disqualification.
• Functionality criteria applicable; details in tender documents.
• Contractual Requirements assessed after ranking; not part of evaluation scoring.
