• Qualitative evaluation criteria:

• Experience in manufacturing LP turbine last stage blades:

• Minimum five years’ experience in turbine blade manufacturing.

• Successfully completed a minimum of three similar projects.

• Scoring: Based on years of experience and number of completed projects, as detailed in evaluation criteria.

• This work falls under Category 2 of Quality Requirements.
• Submit one of the following:

• Option 1: Valid ISO 9001 certification from an accredited body.
• Option 2: Objective evidence of a documented QMS complying with ISO 9001, including:

• QMS manual or document defining the QMS scope.

• Quality policy approved by top management.

• Quality objectives approved by top management.

• Control of documented information (document and record control).

• Documented information for control of nonconforming outputs.

• Payment terms:

• For contracts valued below R50 million (including VAT): Eskom commits to paying within 30 days of receipt of undisputed invoices.
• For contracts valued above R50 million (including VAT): Eskom commits to paying within 60 days of receipt of undisputed invoices.

• Pricing schedule: Must be completed and submitted in both PDF and Excel formats.
• Price evaluation: Prices must be inclusive of VAT. Unconditional discounts are considered; conditional discounts are not considered for evaluation but implemented at payment.
• Financial capacity: Audited financial statements for the previous 18 months (or last year if unavailable) may be required as an additional contractual requirement. For joint ventures, statements from each participant are required.

• CSD registration: Proof of valid and current CSD registration (CSD number/report) is a mandatory contractual requirement.
• Tax compliance: Tax clearance certificate required from foreign tenderers with a South African footprint (not registered on CSD) and local tenderers (without CSD/SARS PIN verification). Foreign suppliers with no footprint must complete SBD1 but no tax proof required.
• B-BBEE: Proof of B-BBEE status level required via certificate, sworn affidavit, or as per B-BBEE Act.
• Local content: SBD 6.2 Declaration Certificate for Local Production and Local Content (Annexure G1-G4) required if designated materials are included.
• Employment Equity: South African tenderers that are designated employers must provide proof of compliance with the Employment Equity Act, including submission of the EE report to the Department of Labour.
• Integrity: Integrity Declaration Form (Annexure D) required; refer to Eskom’s Supplier Integrity Pact.
• Eligibility restrictions: Tenderers must not be under international sanctions, restricted by National Treasury, on the Tender Defaulters list, or have conflicts of interest. Subcontracting 100% of the scope is not allowed.

• Minimum requirements for tendering (submitted for contract evaluation):

• Annexure B: SHE requirement for tender enquiries.
• OHS plan aligned with OHS specification and scope of work.
• Baseline Risk Assessment (BRA) identifying, assessing, and managing OHS risks related to the scope. Methodology must be provided.

• Post-award: Successful contractor must submit a full safety file within 2 weeks prior to commencement of site activities, as per issued OHS specification.
• Outstanding documentation may be requested for resubmission within 7 working days.

• Environmental policy aligned with ISO 14001:2015, signed by the CEO or company official.
• Aspect and impact register or an environmental management plan related to the scope of work.

• Contract form: NEC3 Supply Contract (SC3) will be used.
• Main options: A (Priced contract with price list) and W1 (Dispute resolution procedure).
• Secondary options: X2 (Changes in the law), X7 (Delay damages), X13 (Performance bond).
• Additional conditions: Z (Additional conditions of contract).
• Tender validity: 180 days from closing date.
• Eligibility: Tenderers must not be nationals of countries on international sanctions lists. Multiple submissions are allowed only due to E-tendering size limits (900MB). Joint ventures must have an agreement stating joint and several liability.
• Subcontracting: Subcontracting 100% of the scope is not allowed. Subcontracting with subsidiaries must be declared.
