PRASA requires the appointment of a suitably qualified and registered psychiatrist to provide independent psychiatric assessment and advisory services. The scope includes professional input and advisory support for psychiatric assessments, incapacity management, and specialist medical advisory services. Services are required on a once-off basis in the Eastern Cape Region, specifically East London. The service provider must conduct assessments and provide reports on fitness for duty, psychological fitness, psychiatric incapacity, work-related conditions, functional limitations, and workplace recommendations. Additional services include handling ill-health incapacity cases, long-term absenteeism linked to psychiatric conditions, and providing psychiatric evaluations, treatment recommendations, and specialist intervention advice. All services must be delivered within East London. Confidentiality of employee information and assessments is strictly required.

Closing date: 17 July 2026 at 12:00 PM. Compulsory briefing session: 10 July 2026 at 10h00 at East London Train Station. Bid validity period: 60 working days from closing date. Bidders may be requested to extend this period if PRASA’s internal processes are not finalised.

A compulsory RFQ briefing session will be held on 10 July 2026 at East London Train Station, starting punctually at 10h00. The session will last one hour. Information will not be repeated for latecomers. Attendance is mandatory; failure to attend will disqualify your bid. Bidders must sign the attendance register and obtain an Attendance Certificate (Form D) or proof of attendance for submission with their quotation.

The service provider must be a suitably qualified and registered psychiatrist. Scope of services includes: Psychiatric Assessments: Conduct professional psychiatric assessments and provide reports on fitness for duty, psychological/psychiatric fitness to perform job requirements, temporary/permanent psychiatric incapacity, work-related stress/trauma/anxiety/depression, functional limitations, and workplace recommendations (including reasonable accommodation). Incapacity Management Support: Handle ill-health incapacity cases and long-term absenteeism linked to psychiatric conditions. Specialist Medical Advisory Services: Provide psychiatric evaluations, treatment recommendations, recommendations for further specialist intervention, and reports to support incapacity and fitness-for-duty processes. Fitness for Duty Advisory Services: Provide professional opinions and reports indicating fitness for duty, fitness with accommodation/restrictions, and recommended workplace restrictions. Services must be provided within East London. All employee-related information and assessments must remain strictly confidential. Quotations must include consultation fees, assessment fees, report-writing costs, and any additional charges.

The service provider (psychiatrist) must have: Minimum of 5 years’ relevant experience. Experience in conducting occupational or workplace psychiatric assessments. Experience in preparing medico-legal or workplace assessment reports. Proof of HPCSA Registration and recognised medical qualifications, including specialist psychiatry qualification, must be submitted. Professional indemnity insurance is required.

Complete the attached Pricing and Delivery Schedule (Section 9). Prices must be quoted in South African Rand, inclusive of VAT (15%). The schedule includes: Per Employee Consultation Fees, Per Employee Assessment Fees, Per Employee Report-Writing Costs, Per Employee Additional Charges. Provide a cost breakdown, price escalation basis, and formula. Submit pricing strictly in the provided format; deviation may result in disqualification. Discounted prices are considered only in the final evaluation stage on an unconditional basis. PRASA may negotiate market-related prices with the highest-scoring bidders if the quoted price is not market-related. Payment terms: within 30 days of receipt of a correct tax invoice.

Submit pricing strictly in accordance with the provided price schedule; deviation may result in disqualification. Provide a cost breakdown and indicate the price escalation basis and formula. Discounted prices will only be considered in the final evaluation stage on an unconditional basis. PRASA may negotiate a market-related price with the highest-scoring bidder if the quoted price is not market-related. If agreement is not reached, PRASA may negotiate with the second or third highest-scoring bidders. If no agreement is reached, the RFQ may be cancelled. Mandatory compliance requirements: Valid Tax Clearance Certificate (must be valid on the closing date) and SARS-issued PIN. Registration on National Treasury’s Central Supplier Database (CSD) is mandatory (accessible at https://secure.csd.gov.za/). Foreign suppliers with no local registered entity are exempt from CSD registration. Submit Company Registration documents, copies of Directors’ ID documents, and proof of bank account (e.g., cancelled cheque or bank letter). Complete all RFQ documentation, including declarations. If applicable, submit a Joint Venture/Consortium agreement or Trust Deed, or written confirmation of intention to enter into such an agreement. Bidders must disclose if they or any directors/trustees/shareholders/members/partners are employed by the state; such bidders will be disqualified. Bidders must declare any relationship with PRASA employees or Politically Exposed Persons (PEPs)/Prominent Influential Persons (PIPs). False declarations may result in disqualification or contract termination. Bidders listed in the Register for Tender Defaulters or List of Restricted Suppliers will be automatically disqualified. Preference points are awarded for specific goals under the 80/20 Preference Point System. Failure to submit proof or documentation for specific goals will result in zero points for that criterion. PRASA reserves the right to require substantiation of claims at any time. Fraudulent claims may lead to disqualification, contract cancellation, damages, or restriction from public sector business for up to 10 years.

The contract is governed by the law of the Republic of South Africa, with non-exclusive jurisdiction of South African courts. PRASA’s General Conditions of Purchase apply, and no oral variations by PRASA’s agents are valid. The Supplier warrants that services meet PRASA’s requirements and are fit for purpose, remaining defect-free for one year from acceptance (unless otherwise stated). The Supplier indemnifies PRASA against claims arising from negligence, intellectual/legal rights infringement, or breach of statutory duty. Subcontracting requires PRASA’s prior written approval; the successful bidder remains liable for performance. PRASA may reject non-conforming services and return them at the Supplier’s risk and expense. The Supplier must correct non-conformances as indicated by PRASA. Payment is made within 30 days of receipt of a correct tax invoice. Late deliveries or non-performance may incur penalties. PRASA reserves the right to modify the RFQ, reject non-compliant quotations, or cancel the RFQ. If the successful bidder fails to sign the contract within 14 days, provide required security, or meet conditions precedent, PRASA may award to the next highest bidder. Bid validity period is 60 working days from closing date, with possible extension requests. PRASA may publish bid awards, amendments, and cancellations on the e-Tender Portal (www.etenders.gov.za) and other media.
