Bids must be submitted in sealed envelopes, clearly marked with the SCM number and project name, and deposited in the tender box at the 1st Floor, Munitata Building, Next to Room 146, Mqanduli town. Late, incomplete, electronic, telegraphic, telexed, or faxed bids will not be considered. Bids will be opened in public shortly after the closing date. All bids must hold good for a period of 90 days. Failure to submit comprehensive JV agreements (where applicable), complete tender forms (MBD 1 to MBD 9 and Annexures A to F), or declare company involvement in MBD 4 will result in disqualification. Bidders must sign MBD 5 for offers amounting to or exceeding R10 million. All alterations in prices/quotes must be signed. Queries must be submitted via email and will not be entertained 5 working days before the closing date.

Provision of catering services for a panel of service providers over a period of two (02) years. Bidders must demonstrate capacity to execute the work and meet the municipality's service standards.

Bidders must be registered on the Central Supplier Database (CSD) and submit proof of registration with the bid. B-BBEE minimum compliance level: Level 6. CIDB registration is mandatory for infrastructure-related procurement. Bidders must submit a latest municipal rates statement (not older than three months) proving no arrears exceeding three months. Leased property operators must submit a valid lease agreement. Bidders with municipal rate arrears or taxes owed to KSD Municipality or any other municipality may be disqualified.

KSD Municipality reserves the right to accept or reject any bid, in whole or in part, and is not bound to accept the lowest bid. Bids must remain valid for 90 days. Contractors already on the panel may not resubmit bids for the same panel. Bidders with CIDB grading Level 6 or higher may be eligible for work allocations exceeding R10 million.

Evaluation follows the 80/20 point system under PPPFA 2022. Stage 1: Compliance. Stage 2: Functionality (minimum 70/100 points required). Criteria: Price (80 points), B-BBEE (20 points).
