Submit hand-delivered bids in a sealed envelope to EHC head office (Angus and Victoria Street, Germiston 1400, next to Fire Station) in the RED TENDER BOX by reception. Sign the submission register. Envelope must state RFQ NO: EHC/PLR/2026 and description. Late submissions will not be accepted. Required documents: Completed RFQ documents, completed pricing schedule, certified Director’s ID copy (not older than 3 months), CIPC registration proof (with directors’ full names and ID numbers), up-to-date municipal account/statement (or valid lease agreement if lessee), company pricing on letterhead, valid B-BBEE certificate/affidavit, valid Tax PIN, CSD report, bank letter (not older than 3 months), signed MBD Forms, and latest 3 months’ bank statements (or proof of short-term finance). Failure to sign the submission register or include RFQ number/description results in automatic disqualification.

Evaluation follows PPPFA 80/20 preference point system: 80 points for price, 20 points for specific goals. Specific goals breakdown: HDI (5pts), Woman (3pts), Disability (2pts), Youth (2pts), Within Ekurhuleni (8pts). Bidders forfeiting specific goals compliance will lose points. Technical compliance includes: SANS 10252 (Water Supply & Drainage) and SANS 10254 (Geyser Installations) adherence, use of Copper (Class 0/1/2) or SABS-approved HDPE/PEX piping, DZR brass fittings, and PIRB-registered plumbers for COC issuance. Minimum 6-month workmanship warranty required on all repairs.

Scope: General upkeep, repair, and installation of water and sanitation systems at Pharoe Park Complex. Key deliverables: Leak detection/repair (concealed and surface), geyser maintenance (high-pressure solar/electric, including valves/elements), sanitary ware (toilets, basins, showers, sinks), drainage systems (unblocking main sewer lines/internal waste pipes), carpentry/joinery (doors, locks, handles, curtain rails, cornices, ceiling sheets), and electrical repairs (plug sockets, globe holders, DB boards with COCs). Materials: Copper (Class 0/1/2) or SABS-approved HDPE/PEX piping; DZR brass fittings. Standards: SANS 10252 (Water Supply & Drainage), SANS 10254 (Geyser Installations). Workmanship warranty: Minimum 6 months. COCs required for all geyser installations.

Pricing must be VAT inclusive and include all related costs. Submit completed pricing schedule with quantities, rates, and amounts for listed items (e.g., pressure valves, taps, geysers, sanitary ware, carpentry, electrical). Include contingency amount (10% of total price). Company pricing must be on letterhead. Financial capability: Provide latest 3 months’ bank statements (positive cash flow) or proof of short-term finance (e.g., overdraft facility).

Mandatory: Active CIDB grading of 1GB or higher. Valid B-BBEE certificate/affidavit (failure to comply forfeits points). Valid Tax PIN. CSD report. Certified Director’s ID copy (not older than 3 months). CIPC registration (with directors’ full names and ID numbers). Up-to-date municipal account/statement (not in arrears >90 days) or valid lease agreement if lessee. Signed MBD Forms. PIRB-registered plumbers for COC issuance. Minimum 3 written reference letters from previous maintenance/repair projects.
