Submit in a sealed envelope to EHC head office (Cnr Victoria Street and Linton Jones Street, Germiston 1400, next to Fire Station). Drop in the RED TENDER BOX at reception. Sign the submission register with correct description and RFQ number (EHCDRAIN/2026). Late submissions will not be accepted. Required documents: Completed pricing schedule, signed MBD Forms, and all mandatory compliance documents. Failure to sign the register or submit in the red box results in automatic disqualification.

Evaluation follows a 3-stage process: Stage 1 (Phase 1 - Mandatory): Compliance with scope requirements (e.g., CIDB 1GB or higher, 3 written references from previous projects). Non-compliance disqualifies bidders from Phase 2. Stage 2 (Administrative Compliance): Mandatory documents include Certified Director’s ID copy (≤3 months old), CIPC registration with directors' details, up-to-date municipal account (≤90 days arrears or valid lease agreement), company pricing on letterhead, valid B-BBEE certificate/affidavit, bank confirmation letter (≤3 months), valid Tax PIN, CSD report, and signed undertaking for financial resources. Stage 3 (Price and Preference): 80/20 point system. 80 points for price, 20 points for specific goals (HDI: 5, Woman: 3, Disability: 2, Youth: 2, Within Ekurhuleni: 8).

Scope: Optimize fit and supply improved drainage at 5 blocks. Key deliverables: Enlarge downpipes, drill extra 110 mm drainage holes in 5 concrete roof slabs, supply and fit 110 mm PVC drainpipes from 3rd floor to ground level (including clamping accessories), and modify 5 existing 110 mm PVC drainpipes to accommodate new holes. Standards: Use high-quality materials, SANS 10400-P qualified plumber preferred. References: Minimum 3 written references from previous general maintenance projects required.

Pricing must be VAT inclusive and include all related costs. Submit a completed pricing schedule with unit prices and totals (UPxQ). Provide a bank confirmation letter (≤3 months old) and a signed undertaking confirming access to sufficient financial resources or short-term financing. All prices must cover full project costs; EHC will not be liable for underpricing due to misinterpretation.
