Submit bids by hand delivery to Umjantshi House, 30 Wolmarans Street, Braamfontein, Johannesburg, on or before 29 May 2026 at 12:00 noon. Sign the submission register upon delivery. Late bids will not be accepted. Bids must be submitted on the official forms provided (do not re-type). All returnable documents (mandatory and other) must be included with the quotation. Failure to submit mandatory returnable documents will result in disqualification. Bids must be enclosed in a sealed envelope and addressed to PRASA. Any attempt to canvass SCM officers or PRASA employees during the evaluation period may lead to disqualification.

Evaluation is conducted in stages: Stage 1A (Mandatory Requirements) and Stage 1B (Other Mandatory Requirements) must be fully complied with to avoid disqualification. Stage 3 allocates points as follows: Price (80 points) and Specific Goals (20 points). Mandatory requirements: Valid SAQA Unit Standard ID 376480 accreditation; valid SETA accreditation for Assessor/Facilitator and Moderator; three signed reference letters confirming completion of First Aid Level 3 training within the past three years; valid SARS PIN or CSD number; completion of all RFQ documentation; CSD registration; signed Joint Venture/Consortium Agreement (if applicable). Preferential points: B-BBEE Level 2 or above (10 points, certificate/affidavit required); owned by people in rural areas (10 points, proof via municipal/ESKOM bill or Induna/Chief letter). Disqualifiers: Late submission, incomplete bids, false declarations, collusion, or failure to sign the contract within 14 days of award notification.

Scope: Provide First Aid Level 3 training (Advanced First Responder) in Braamfontein, aligned with SAQA Unit Standard ID 376480. Target audience: PRASA employees with no prior first aid training. Duration: Typically 5 days. Delivery method: Classroom instruction, practical exercises, and simulations. Modules to cover: Principles of advanced first aid in emergencies; preparedness for sudden illness or emergency; assessing and managing emergency scenes/disasters; anatomy and physiology of human body systems (injury/sudden illness context); primary first aid for all age groups (current protocols); managing shock. Training must be delivered as a standalone (non-refresher) program. Pricing must be quoted per candidate for each module, including learning materials, facilitator/assessor/moderator costs, and refreshments. Cost breakdown and escalation basis must be provided in the pricing schedule (Section 7).

Prices must be quoted in South African Rand (ZAR), inclusive of all applicable taxes (VAT at 15%). Pricing must be firm and clearly indicate the basis. Use the provided pricing schedule (Section 7) strictly; deviation may result in non-responsiveness. Discounted prices will only be considered in the final evaluation stage on an unconditional basis. Payment terms: PRASA pays within 30 days of receipt of a correct tax invoice. Price escalation basis and formula must be indicated. If the highest-scoring bidder’s price is not market-related, PRASA may negotiate with top bidders or cancel the RFQ.

Mandatory compliance: 1) Tax Compliance: Submit valid SARS PIN (apply via e-filing at www.sars.gov.za) or CSD registration number if no PIN is available. Consortia/joint ventures must submit separate TCS certificates/PINs/CSD numbers for each party. 2) Central Supplier Database (CSD): Bidders must be registered on the CSD (https://secure.csd.gov.za/). Foreign suppliers with no local entity are exempt. 3) SAQA and SETA Accreditation: Valid proof of accreditation for Unit Standard ID 376480 and relevant SETA accreditation for Assessor/Facilitator and Moderator. 4) B-BBEE: Preference points awarded for B-BBEE Level 2 or above (10 points, certificate/affidavit required) and rural ownership (10 points, proof via municipal/ESKOM bill or Induna/Chief letter). 5) Disqualification Risks: Bids from state employees, directors of companies with state employees, or close corporations with state employee members will be disqualified. Failure to comply with any mandatory requirement may result in disqualification.
