Scope: Provide psychometric assessment services for FSCA employees across various functions (e.g., Enforcement, ICT, Corporate Services) for a 5-year panel appointment. Services include: Competency assessment, Personality assessment, Emotional intelligence assessment, Team role/orientation, Leadership ability/style/acumen, Development assessment with developmental plan. Additional requirements: Perform onsite assessments and feedback sessions at FSCA premises, Use own venue equipment and tools, Submit detailed assessment reports within 3 working days of assessment. Rates: Inclusive of VAT, integrative reports, travel/accommodation, assessment tools, administration costs, and telephonic/email clarifications. Pre-qualification: Bidders must be registered with a professional body (e.g., EAPA, HPCSA) or equivalent. Proof of registration required.

Bidders must demonstrate capabilities and experience. Required documents: Contactable trade reference letters (3+ for full points) with company name, contact person, phone, contract duration, and service description. Company profile with 5+ years’ experience in psychometric assessment services. CVs of psychometrist and account manager with 5+ years’ experience conducting assessments. Detailed methodology demonstrating understanding of FSCA requirements, including sample assessment reports.

Rate-based tender with tariff ranges in Annexure A. FSCA may negotiate rates. Pricing schedule must be separate from technical proposal and adjacent to SBD 3.3. Include all-inclusive fees covering VAT, reports, travel, tools, and administration. Validity period: 120 days from closing date. Annexure A provides recruitment/selection and developmental assessment guidelines with rates per band (e.g., R11,000 for Band A, R7,000 for Band E in Year 1).

Rate-based tender. FSCA will remunerate within tariff ranges specified in Annexure A. FSCA reserves the right to negotiate rates with successful bidders. Pricing schedule must be submitted separately from the technical proposal, adjacent to SBD 3.3 form. All-inclusive fee statement required. Pricing must cover all work, obligations, and applicable taxes. Bid validity period: 120 days from closing date. Ceiling price must be indicated based on total estimated time and expenses. Mandatory: Registration on Central Supplier Database (CSD) as per National Treasury Circular No. /2016 and SCM Instruction Note 4A of 2016/2017. Suppliers must continuously update CSD information. Tax Compliance: Submit SARS Tax Compliance Status (TCS) PIN or printed TCS certificate. For consortia/joint ventures, each party must submit separate TCS/PIN/CSD number. No bids accepted from persons in the service of the state or entities with such directors/members. B-BBEE: Submit valid B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs/QSEs) to qualify for preference points. FICA compliance required where applicable. Contract governed by South African law. Bidders must indicate a domicilium citandi et executandi in the Republic. Jurisdiction of RSA courts applies. Contract may be cancelled if bidder: executes unsatisfactorily, engages in corruption, acts in bad faith, influences bid awards, fails to sign contract/furnish security, engages in anti-competitive behavior, or discloses bid information improperly. FSCA reserves rights to amend bid conditions, extend validity periods, or request additional information.

(3) 80/20 Preference Point System: 80 points for price (Ps=80(1−(Pt−Pmin)/Pmin)), 20 points for specific goals (Women/Youth/Black ownership). (4) Site Inspection: Verification of bidder premises; inconsistencies lead to disqualification.
