Submit completed quotation in a sealed envelope, clearly marked 'Quotation No. GMQ107/25-26', to the tender box on the Fifth Floor, Directorate: Financial Services, Supply Chain Management Unit, Civic Centre, York Street, George by no later than 12:00 on Friday, 10 July 2026. Late, unmarked, posted, faxed, or emailed quotations will not be accepted. Quotations will be opened on the same day in the Committee Room at 12:05. Quotation documents are available at a non-refundable deposit of R67.85 from the Supply Chain Management Unit or free of charge on the George Municipality’s website: www.george.gov.za. Do not dismember the quotation document. All relevant documents must be attached at the end. Quotation documents must be completed in black ink; corrections must be crossed out and signed. No correction fluid may be used.

The service provider must conduct a survey of 100 homes in Lyonsville, Uniondale, using the Greenlight methodology and reporting system. The scope includes: Project management (selection of households, supervision of surveys, and coordination of reporting). Recruitment and training of 4 surveyors from the Uniondale community and at least 4 George Municipality staff. Conducting all 100 surveys within 30 days under supervision. Data capturing and analysis using the Greenlight software system, including random accuracy checks. Providing progress reports to the Tourism Manager on the first working day of each month. Submitting a close-out report with recommendations. The project must be managed by an experienced Greenlight practitioner with at least 3 years’ experience. The service provider must have access to accredited Greenlight trainers and software. The contract period is a maximum of 5 months. GIS services are required to capture household coordinates for the Municipality’s GIS system.

The Greenlight methodology involves a facilitated dialogue to activate agency at the participant level, providing qualitative and quantitative data. The process includes: Identification of households to be surveyed. Recruitment of 4 surveyors (5 surveys/day for 20 days). Training for surveyors and Municipality staff on Greenlight software and data capturing. Conducting 100 surveys within 30 days under supervision. Data analysis and reporting to provide a snapshot of the community’s status. Recommendations for interventions based on survey results. GIS services to capture household coordinates for the Municipality’s system.

Bidders must provide details of similar work completed in the past, including: Description of work, Contract value, Employer name, Duration, Completion date, Employer contact details. The service provider must have an experienced Greenlight practitioner with at least 3 years’ experience. Access to accredited Greenlight trainers and software is required. The bidder must demonstrate knowledge of accredited interventions to recommend.

The service provider must ensure accurate data capturing on the Greenlight software system, with random checks for accuracy. Reports must be generated and analyzed to identify problem areas and recommend interventions. The Municipality reserves the right to verify the bidder’s claim of having a local staffed and operational office through site visits and inspections. The principle of substance over legal form (GRAP) applies to locality claims.

Submit pricing using the provided schedule, including: Project Management Fees, Travel Costs, Household Identification, Site Visit, Work Programme Finalisation, Training Fees, Survey Fees, Data Capturing & Analysis Fees, Report and Recommendation Fees. Total price must not exceed R300,000.00 (VAT included). Prices must be valid for 60 days and firm. A 15% VAT rate applies. Sub-contractors must be listed, but their non-approval will not invalidate the quotation.

Pricing must be submitted using the provided Pricing Schedule, including: Project Management Fees, Travel Costs, Identification of Households, Site Visit, Work Programme Finalisation, Training Fees, Survey Fees, Data Capturing & Analysis Fees, Report and Recommendation Fees. Total price must not exceed R300,000.00 (VAT included). Prices quoted must be valid for 60 days from the offer date and must be firm. A firm delivery period must be indicated. All transactions exceeding R30,000.00 must be accompanied by a valid tax clearance certificate from SARS. Quotations above R30,000.00 (VAT included) will be evaluated under the 80/20 system.

Bidders must submit: Valid original B-BBEE certificate or certified copy. Proof of address for locality points. Valid Tax Compliance Status (TCS) PIN or CSD number. Certified copies of identities of directors and owners. Completed forms: MBD1 (Tax Compliance), MBD4 (Declaration of Interest), MBD6.1 (Preference Points Claim), MBD8 (Past SCM Practices), MBD9 (Independent Bid Determination). Status of Municipal accounts. Joint Ventures must submit a Joint Venture Agreement and valid Tax Clearance Certificates for each enterprise. Bidders must not be in the service of the state, provincial government, or municipality. Successful bidders must register on the Central Supplier Database (CSD). Contracts must comply with POPIA; service providers must safeguard personal information and notify the Municipality of any breaches.

The contract duration is a maximum of 5 months. The service provider is responsible for day-to-day project management, including household selection, surveyor recruitment, training, and reporting. The contract may be terminated if work does not meet the brief or targets are consistently unmet. The service provider must comply with POPIA, maintaining security measures for personal information and notifying the Municipality of any breaches. Joint Ventures must accept joint and several liability. Withdrawal of a quotation or failure to fulfill the contract may result in additional expenses being recovered by the Municipality.

Evaluation uses the 80/20 Preferential Procurement Policy Framework Act Regulations 2022. Points are allocated as follows: Price (80 points), B-BBEE (10 points), Specific Goals (10 points). B-BBEE points are awarded based on the bidder’s status level (Level 1: 10, Level 2: 9, ..., Non-compliant: 0). Specific Goals points are awarded for locality: George Municipality (10), Garden Route District (6), Western Cape (4), Outside Western Cape (2). Bidders must submit valid B-BBEE certificates and proof of address. Trusts, Consortia, or Joint Ventures qualify for B-BBEE points as a legal entity if they submit their certificate. The highest-scoring bidder wins.
