The project is the upgrading of Franklin Roads in Ward 2, Phase 1. The scope includes standard, project, and particular specifications (C3.1, C3.2, C3.3), site information (C4.1 locality map, C4.2 drawings). The contractor must carry out the works using labour-based work methods as described in the Special Conditions of Contract. Tenderers must demonstrate capability for labour intensive construction, including employing management and supervisory staff with NQF 5 from a CETA accredited training provider. A supervisor to worker ratio of 1:15 must be maintained.

Pricing data includes Pricing Instructions (C2.1) and Schedule of Quantities (C2.2). Prices must be firm and inclusive of VAT. The total bid price must be carried over to MBD 1.

Municipal rates: Must provide proof that company and directors do not owe municipal rates for more than 90 days; acceptable proof includes municipal statement not older than 90 days, lease agreement, rates clearance certificate, or affidavit. Joint ventures: Must submit signed JV agreement, each partner CSD registered and tax compliant, lead partner CIDB grading not more than one level below required. MBD 4 (Declaration of Interest) must be completed; false declarations lead to disqualification. MBD 8 (Past SCM Practices) and MBD 9 (Independent Bid Determination) must be completed and signed. Authority to sign: Must attach authority to sign letter or complete relevant certificate. Tender Consent Form: Must consent to collection and processing of personal information.

An agreement in terms of Section 37(2) of the Occupational Health and Safety Act No 85 of 1993 (C1.5) is part of the contract documents. The works are subject to the Construction Regulations 2014.

The tender is subject to the Preferential Procurement Policy Framework Act and Regulations 2022, the General Conditions of Contract (GCC), and any special conditions. The successful bidder must sign a written contract form (MBD7).

Eligibility criteria: CIDB registration 6CE or higher; CSD registration; compulsory site briefing attendance; labour intensive construction capability; tax compliance. For labour intensive contracts, bidders must have participated in EPWP or similar NQF training, have liquid assets or credit facilities covering two full work months, propose timely acquisition of essential equipment, and use labour-based work methods.

MBD 6.1 Preference Points Claim Form is used to claim preference points for specific goals in line with Preferential Procurement Regulations 2022. Bidders must claim points by writing the number of points claimed, not by ticking. If not completed, bidder forfeits preference points but is not disqualified.
