Tender specifications:
1.1 Background and Purpose
George Municipality seeks to establish a structured and integrated approach to longterm financial planning in order to strengthen financial sustainability, improve
strategic decision-making, and ensure the continued delivery of municipal services.
The Municipality requires the appointment of a suitably qualified service provider to
provide, implement and maintain a web-based Long-Term Financial Planning Model
(LTFM) and Tariff Model, together with the preparation of a Long-Term Financial Plan
(LTFP) covering a minimum planning horizon of ten (10) years.
The Long-Term Financial Plan must support the Municipality in evaluating future
revenue requirements, expenditure pressures, infrastructure investment needs,
funding strategies, tariff affordability, and overall financial sustainability.
The service provider shall provide:
a) A Long-Term Financial Planning Model (LTFM);
b) A Tariff Model (TM);
c) A Long-Term Financial Plan (LTFP);
d) Implementation, training and skills transfer; and
e) Hosting, licensing, maintenance and support for a period of three (3) years.
1.2 Definition of Terms
Long-Term Financial Plan (LTFP)
The strategic financial planning document that provides a long-term roadmap for the
financial sustainability of the Municipality over a minimum ten-year planning horizon.
Long-Term Financial Model (LTFM)
A web-based financial modelling tool used to evaluate financial scenarios, forecast
financial outcomes, and assess the impact of strategic decisions on municipal
sustainability.
Tariff Model (TM)
A web-based tariff modelling tool used to determine cost-reflective tariffs and
property rates while ensuring compliance with legislative requirements and municipal
policies.
1.3 Functional requirements – Long-term Financial Model
The LTFM must be web-based and capable of supporting long-term financial
planning, forecasting, scenario analysis and strategic decision-making.
Tenderers need to supply the Municipality with a demo account as proof. If the
LTFM is not web-based and proof thereof is not attached, the bidder will be
deemed non-responsive.
