Great North Transport (SOC) Ltd (GNT) requires the appointment of a panel of service providers for the supply and delivery of diesel (50 ppm) to its depots across Limpopo Province. GNT operates 250 buses, transporting 26 million passengers annually on 279 routes. The contract duration is 36 months. Bidders must specify which of the 10 depot zones they can service: Seshego, Makhado, Mokopane, Giyani, Tzaneen, Phalaborwa, Motetema, Hoedspruit, Bapedi, Marble Hall.

Quality requirements: Flash point (PMCC) >55°C; Water content ≤0.05% vol; Distillation temp (90% recovery) ≤362°C; Kinematic viscosity @40°C: 2.2-5.3; Sulphur content ≤50 mg/kg; Copper strip corrosion ≤1; Cetane Index ≥45; Density @20°C ≥0.822 kg/L; API gravity ≤43; Lubricity (WSD1.4 @60°C) ≤460; Accelerated stability ≤15 mg/L; Detergency (CRC rating) ≤10; Winter Grade: 0 to -4°C; Total contamination ≤24 mg/kg; Summer Grade ≥+3; Oxidation stability ≤2 mg/100ml; Carbon residue ≤0.2%. Each delivery must include rapid on-site test kits (water contamination, density, diesel pregnancy test). Depot zones: Seshego, Makhado, Mokopane, Giyani, Tzaneen, Phalaborwa, Motetema, Hoedspruit, Bapedi, Marble Hall. Bidders must indicate which zones they can service.

Bidders must demonstrate experience in the diesel industry via appointment letters, purchase orders, or reference letters. Points awarded as follows: 3+ references = 30 points; 2 references = 20 points; 1 reference = 10 points; 0 references = 0 points. Reference letters must include client name, contact number, work dates, and service description.

Supplier Performance Management (SPM) is critical for GNT. Successful bidder must conclude a Service Level Agreement (SLA) with GNT, which will be integral to the supply agreement. The SLA will measure, monitor, and assess supplier performance to ensure effective service delivery, quality, and value. Bidders must provide a scorecard detailing how their product/service meets SPM objectives. Diesel quality must comply with all relevant regulations and legislation. Each delivery must include rapid on-site test kits to verify: water contamination (no colour change), density (20°C), and diesel pregnancy test (two lines).

Pricing must be submitted on SBD 3.2 (Non-Firm Prices) form. Include: item quantity, description, bid price in ZAR (all taxes included), brand/model, country of origin, compliance with specifications (yes/no), deviations (if any), delivery period, and delivery type (firm/not firm). Price adjustments for period contracts are allowed using the specified escalation formula. For foreign currency components, provide financial institution details, currencies, exchange rates, and remittance amounts. Adjustments use average monthly exchange rates from the bidder’s bank (proof required). Breakdown of price factors (e.g., labour, transport) must sum to 100%.

Pricing: Quote in ZAR, inclusive of VAT. Provide wholesale price, rebate price, and bid price per litre for each depot zone (based on July 2026 average consumption). Include total bid amount for 36 months. Payment terms: 30-day credit (5 points) or 45-day credit (10 points) in functionality evaluation. Price adjustments allowed for period contracts using specified escalation formula (85% adjustable, 15% firm). Non-firm prices subject to escalation based on indices (e.g., labour, transport). For foreign currency components, provide bank details, currencies, and exchange rate adjustments. Breakdown of price factors must sum to 100%.

Mandatory: Registered on National Treasury Central Supplier Database (CSD); valid tax clearance certificate (or TCS PIN via SARS e-filing); not a tender defaulter or restricted supplier; all SBD documents completed and signed by authorized personnel. For consortia/joint ventures, each party must submit separate TCS/CSD proof. Foreign suppliers: Must confirm RSA residency/branch/permanent establishment or income/tax liability; if none, no SARS TCS PIN required but must register per bid conditions. Bidders must declare any state employment or conflicts of interest. Proof of authority (e.g., company resolution) required for signed bids.
