Scope: Maintenance, service, and overhaul of Jaw Crusher, Diamond Blade Rock Cutter, Hydraulic Rock Breaking System, and APW Wyott Tru-Heat Roller System Xpert Series for iThemba LABS (a National Research Foundation facility). iThemba LABS is a multidisciplinary research laboratory providing facilities for nuclear physics research, radiation biophysics, and accelerator-produced radioactive isotopes for nuclear medicine and research.

Scope: Maintenance, service, and overhaul of Jaw Crusher, Diamond Blade Rock Cutter, Hydraulic Rock Breaking System, and APW Wyott Tru-Heat Roller System Xpert Series. Detailed requirements: 1. Diamond Blade Rock Cutter: Replace isolator with ON/OFF push-button switch (rated for machine load, compliant with electrical safety standards). Fix sample-holding table level (inspect rails/guides, replace worn parts, re-level). Supply/install new sample clamp (compatible with existing table). Design/install Perspex safety shield (full coverage, hinged/sliding access, operator-safe). Fix cooling water plumbing (inspect/replace pipes, ensure flow, connect to debris hop). Inspect/replace motor bearings, align drive system. Replace drive belt and diamond saw (correct size/tension, test for slippage). Testing: Full operational test, verify cutting accuracy, cooling system, safety shield, and electrical safety. Provide commissioning report. 2. Jaw Crusher: Strip, clean, inspect mechanical components. Inspect frame/base/press plates for cracks. Check alignment of press plates/guide rails. Refurbish tension release knob. Replace worn parts (e.g., pulley protection cage). 3. Hydraulic System: Inspect stick-type hydraulic pump. Replace seals/O-rings/gaskets. Flush system, replace with lab-grade hydraulic oil. Pressure-test pump. Refurbish pressure release valve/knob. Fit/calibrate pressure gauge. 4. APW Wyott Tru-Heat Roller System: Diagnose/repair/replace drive motor (APW Wyott Motor 2U1211700 or OEM-equivalent torque/RPM). Mechanical disassembly: Remove chain guard, release tensioner, inspect sprocket. Reinstall chain, adjust tension. Electrical reconnection: Secure terminals, replace faulty capacitor, verify grounding. Testing: Run motor (10 min no-load, 30 min with rollers). Acceptance criteria: Continuous rotation, smooth chain motion, no overheating, stable current draw. Performance: No slip/jerk in chain drive, continuous torque, uniform roller rotation. 5. Jaw Crusher Sample Collectors: Supply 15 metallic containers (smaller jaw crusher) and 15 metallic containers (larger jaw crusher), both with handles on both sides. Dimensions confirmed during site visit. Deliverables: Maintenance report with suggested maintenance schedule for each machine.

Testing and commissioning are mandatory for all systems. For the Diamond Blade Rock Cutter: Perform full operational tests (cutting accuracy, table movement, cooling system, safety shield, electrical safety). For the APW Wyott Roller System: Run motor without load (10 minutes) and with rollers engaged (30 minutes). Acceptance criteria: Continuous rotation (no start-stop cycling), smooth/silent chain motion, no overheating, stable current draw. Provide a commissioning report for all work.

Complete the pricing schedule table with the following line items: 1. Overhaul of Jaw Crusher (1 unit), 2. Overhaul of Diamond Blade Rock Cutter (1 unit), 3. Overhaul of Jaw Crusher + Diamond Blade Rock Cutter + Hydraulic Rock Breaking System (1 unit), 4. Overhaul of all systems (Jaw Crusher, Diamond Blade Rock Cutter, Hydraulic System, APW Wyott Roller System) (1 unit), 5. Metallic containers (smaller jaw crusher, 15 units), 6. Metallic containers (larger jaw crusher, 15 units), 7. Delivery charge. All prices must be in ZAR, inclusive of VAT, and valid for 60 days from the RFQ closing date.

Pricing must be firm, inclusive of VAT, and valid for 60 days from the RFQ closing date. Payment terms: 30 days from invoice receipt date (standard for Schedule 3A public entity). For advance payments: Submit a payment guarantee approved by iThemba Labs Finance. If proposing shorter payment terms (e.g., 7/14 days from delivery), mutually agree with iThemba Labs at submission and provide a Payment Guarantee to mitigate risks. Indicate a firm delivery period. Pricing schedule: Complete the provided table with unit prices and totals for each item (Jaw Crusher, Diamond Blade Rock Cutter, Hydraulic System, APW Wyott System, metallic containers, delivery charge). Total must be VAT-inclusive.

B-BBEE points (20 out of 100) are allocated as follows under the 80/20 system: B-BBEE Status Level 1-3: 8 points, Level 4-6: 6 points, Level 7-8: 2 points. Additional points: 3 points for at least 51% Black-owned, 3 points for at least 51% Black female-owned, 1 point for at least 51% Black youth-owned, 1 point for at least 51% owned by People with Disabilities. EME or QSE: 4 points. Submit SANAS-accredited B-BBEE certificate or sworn affidavit to claim points. Failure to submit proof will result in no points awarded for B-BBEE.

Safety enhancements required: Design and install a Perspex safety shield for the Diamond Blade Rock Cutter to protect operators from debris. Shield must provide full coverage of the cutting zone, include hinges/sliding rails for access, and not interfere with machine operation. Test for visibility, durability, and operator safety. Ensure electrical safety standards are met for all electrical work (e.g., ON/OFF switch replacement).

Environmental requirements: For the Diamond Blade Rock Cutter, ensure the cooling water plumbing is connected to the debris collection hop to prevent debris from leaking into the wastewater drainage system. Verify proper drainage and that the system effectively reduces dust generation.

Contract is subject to the Preferential Procurement Policy Framework Act (PPPFA) and Preferential Procurement Regulations, 2022, as well as the General Conditions of Contract (GCC) and any special conditions. Advance payments require a payment guarantee approved by iThemba Labs Finance. Standard payment terms: 30 days from invoice receipt. Shorter payment terms (e.g., 7/14 days) must be mutually agreed and supported by a Payment Guarantee. Late submissions will not be accepted. Changes to the RFQ template or terms after closing date/time will not be considered. Fraudulent claims or non-compliance may result in disqualification, contract cancellation, or legal action (including restrictions from public sector business for up to 10 years).

Evaluation will be based on administrative compliance, functionality, price, and B-BBEE. The 80/20 preference point system applies: 80 points for price (Ps = 80

• (Pmin / Pt)) and 20 points for B-BBEE status. The contract will be awarded to the highest-scoring bidder, subject to PPPFA regulations. If all bids exceed R1,000,000, the RFQ will be cancelled. Tax compliance is mandatory (verified via CSD and tax PIN).
