• Provide occupational dosimetry service for measuring, recording, and reporting personnel dose equivalent (Hp0.07 and Hp10) for skin and deep dose from X-rays, gamma rays, and beta radiation, using Thermoluminescence or Optically Stimulated Luminescence (OSL) dosimeters.
• Provide environmental dosimetry service for measuring environmental dose equivalent for X-rays and gamma rays using environmental dosimeters (TLD or OSL).
• Supply personnel dose records to the National Dose Register as required by the regulator (NNR), and register/deregister workers as radiation workers on instruction from iThemba LABS.
• Notify iThemba LABS when dosimeters are ready for collection in each wearing period.
• Prepare dosimeters for courier collection: pack damage-proof, measure and weigh package, supply package information to iThemba LABS, and fill in required waybill information.
• Email electronic copies (e.g., CSV files) of dose results and the invoice for each wearing period.

• Use thermoluminescence or optically stimulated luminescence (OSL) dosimeters for personnel dose measurement.
• Prepare dosimeters for courier collection: pack damage-proof, measure and weigh package, supply package information, and fill in waybill details as instructed.

• Mandatory: Proof of registration as a Radiation Protection Dosimetry Service provider on the South African National Dose Register.
• Mandatory: Minimum of three (3) current, contactable written reference letters or project completion certificates for similar projects completed within the last 36 to 60 months.

1. Thermoluminescent or OSL Dosimeters (Hp10 and Hp0.07): 1000 units (5 wearing periods, 200 dosimeters each) for period 01/08/2026 – 31/12/2026.

2. Environmental Dosimeters: 60 units (2 wearing periods, 30 dosimeters each) for period 01/08/2026 – 31/12/2026.

3. Extremity Dosimeters: 235 units (5 wearing periods, 47 dosimeters each) for period 01/08/2026 – 31/12/2026.

• Currency: ZAR. Payment terms: 30 days from invoice receipt.

• Prices quoted must be valid for at least 60 days from the RFQ closing date.
• Prices must be firm and inclusive of VAT.
• Payment terms are 30 days from the date of receipt of a valid invoice.
• For any advance payments, a payment guarantee approved by iThemba LABS Finance is required.
• If you require shorter payment terms (e.g., 7/14 days), you must submit a Payment Guarantee or mutually agree at the time of pricing submission.
• A firm delivery period must be indicated in your quotation.
• Currency: ZAR (South African Rand).
• Complete the pricing schedule with unit prices and totals inclusive of VAT.

• Mandatory registration on the National Treasury Central Supplier Database (CSD) – www.csd.gov.za. Bids from unregistered bidders will not be considered.

• Submit a valid B-BBEE certificate accredited by SANAS or a sworn affidavit if claiming specific goals.
• You must be tax compliant. CSD and tax compliance status PIN are the approved verification methods.
• Complete and submit SBD 4 (Bidder’s Disclosure) and SBD 6.1 (Preference Points Claim Form).
• Provide proof of registration as a Radiation Protection Dosimetry Service provider on the South African National Dose Register.
• Submit a minimum of three (3) current, contactable reference letters or project completion certificates for similar projects completed within the last 36 to 60 months.

• Submit a B-BBEE certificate accredited by SANAS or a sworn affidavit to claim specific goals.
• Points are awarded for B-BBEE status level and specific goals (e.g., 51% black-owned, black female-owned, black youth-owned, owned by people with disabilities, EME/QSE status).
• Failure to submit proof means no preference points are claimed.
• The organ of state may verify claims and impose penalties for fraudulent claims.

• The NRF, as a Schedule 3A public entity, must comply with audit requirements, including collecting and storing personal information of persons using its facilities for research purposes, in line with the Protection of Personal Information Act (POPIA).

• The service includes providing environmental dosimetry for measuring environmental dose equivalent from X-rays and gamma rays using environmental dosimeters (TLD or OSL).

• The contract is subject to the Preferential Procurement Policy Framework Act (PPPFA), the Preferential Procurement Regulations 2022, and the General Conditions of Contract (GCC).
• Payment terms are 30 days from invoice receipt. For advance payments, a payment guarantee approved by iThemba LABS Finance is required.
• If your standard payment terms are shorter than 30 days, you must submit a Payment Guarantee.
• A firm delivery period must be specified in your bid.
• Late bids will not be accepted.
• Changes to the RFQ template or terms after closing will not be considered.
• The bidder must be registered on the Central Supplier Database (CSD).
• The organ of state reserves the right to verify any preference claims and may impose penalties for fraudulent claims, including disqualification, contract cancellation, cost recovery, restriction from public sector business, and criminal prosecution.

• Bidders must disclose any state employment or relationships with procuring institution officials via SBD 4.
• Bidders must declare any interests in other related enterprises.
• Bidders must certify that their bid is independent, non-collusive, and that they have not been involved in drafting the specifications.
• Tax compliance is mandatory, verified via CSD and tax compliance status PIN.

• The 80/20 preference point system applies for contracts up to R50 million.
• Points are awarded for price (80 points) and specific goals (20 points).
• Definitions: 'tender' means a written offer; 'price' includes all taxes less discounts; 'rand value' is total estimated contract value.
