Prices must be quoted in South African Rand (ZAR) and inclusive of VAT, delivery, insurance, taxes, and all other costs. No price adjustments or amendments to delivery particulars will be considered after submission. Quotation must indicate the validity period. Payment will be processed upon receipt of a purchase order from ARC.

Bidders must be registered on the Central Supplier Database (CSD) and include their CSD registration number and full CSD report with the bid. B-BBEE compliance is required, with preference points awarded for specific goals as per the 80/20 system. Standard Bidding Documents (SBD) forms must be completed and signed. General Conditions of Contract issued by National Treasury and ARC Supply Chain Management Code of Conduct apply.

Preference points are awarded under the 80/20 system for specific goals. Points are allocated for: HDI ownership (51%+ = 6 points), Women ownership (51%+ = 4 points), Youth ownership (51%+ = 4 points), Persons with Disabilities ownership (51%+ = 2 points), RDP Goals (2 points), Promotion of entities in rural areas (2 points), and B-BBEE Level 1–4 (2 points). Bidders must submit proof/documentation to claim points. Failure to submit proof will result in no points awarded for specific goals.

National Treasury’s General Conditions of Contract and ARC’s Supply Chain Management Code of Conduct apply. SBD forms must be signed and returned with the quotation. Quotation must indicate the delivery date. ARC reserves the right to perform due diligence and benchmark prices.

Bidders must complete the SBD4 Bidder’s Disclosure form, declaring any conflicts of interest, relationships with procuring institution employees, or interests in related enterprises. Collusive bidding or fraudulent claims may result in disqualification, criminal prosecution, or a 10-year restriction from public sector business. Bids must be independent and not disclosed to competitors before official opening.

Evaluation uses the 80/20 preference point system for tenders valued between R2,000 and R50,000,000 (inclusive of VAT). Price: 80 points (lowest acceptable price scores 80). Specific goals: 20 points, with allocations for HDI ownership (51%+ = 6 points), Women ownership (51%+ = 4 points), Persons with Disabilities ownership (51%+ = 2 points), B-BBEE Level 1–4 (2 points), RDP Goals (2 points), and SMME/rural promotion (2 points). Only bidders claiming specific goals will be scored for the 20 points.
