Submit one original tender offer in a single sealed envelope. The envelope must be clearly marked with: "BID NUMBER: MLM/WSIG/W12-2/2025-26 – INSTALLATION OF WATER RETICULATION & YARD CONNECTIONS IN WARD 12, PHASE 2" and the tenderer’s name and contact address. Deliver to: Moretele Local Municipality, Physical Address: 4065 B, Mathibestad, Makapanstad 0404. Late, facsimile, or email submissions will be rejected. All returnable documents (T2.1 and T2.2) must be completed, signed, and included. Photocopies of original tender documents are permitted but must bear original signatures. No alterations to tender documents except to correct tenderer errors or comply with Employer instructions. All signatories must initial alterations. Only one offer per bidder is allowed; alternative offers will not be considered. Tender validity period is 90 days from closing date.

Scope: Installation of water reticulation and yard connections in Ward 12, Phase 2. Contractor must comply with CIDB Standard for Uniformity in Construction Procurement (August 2019) and General Conditions of Contract for Construction Works (GCC 2015). Work must adhere to Occupational Health and Safety Act No. 85 and Construction Regulations 2014. Tender documents include Standard Specifications (C3.1), Project Specifications (C3.2), and Particular Specifications (C3.3). Drawings are provided in Part C5. Site information is in Part C4. All trades in Bills of Quantities or Pricing Schedule must be priced (excluding provisional sums/allowances).

Fixed-price contract with no adjustments for inflation or foreign exchange fluctuations. Submit pricing as per C2.1 (Pricing Instructions) and C2.2 (Schedule of Quantities). Required securities: Bid Bond (Form of Guarantee), Retention Money Guarantee, and any other bonds/policies as per Contract Data (C1.3, C1.5). All rates and prices must remain fixed for the contract duration. Tenderers must submit banking details and rating (Form N). Financial health may be assessed; unduly high/low rates risk disqualification. Arithmetic errors will be corrected per C.3.9.1 (e.g., line-item totals govern over unit rates).

CIDB registration: Must be registered at 5CE or higher for the class of construction works (6CE or higher preferred). Joint Ventures: All members must be CIDB-registered; lead partner must be within one level of required grading. CSD registration required prior to award. Tax compliance verified via CSD. B-BBEE: Submit CSD report or CIPC documents for ownership/directorship to claim preference points. Mandatory documents: MBD 4 (Declaration of Interest), MBD 5 (Procurement >R10M), MBD 8 (Past SCM Practices), MBD 9 (Independent Bid Determination), Compulsory Enterprise Questionnaire, Municipal Account (not in arrears >90 days), CIDB Certificate, CSD Summary Report, COIDA Letter of Good Standing, Certified IDs of owners/directors, Company Registration Certificate, Proof of municipal rates payment or lease agreement. Joint Ventures must submit a JV agreement and Certificate of Authority. All pages must be signed and initialed.
