Submit a sealed bid document in the official Bid Box at IUCMA Offices, 2nd Floor, ABSA Square Building, 20 Paul Kruger Street, Mbombela by 11:00 on 30 June 2026. Late, faxed, or emailed bids will not be accepted.

Required returnable documents:

Binding requirements:

• Use tape or spiral (comb) binding.
• Separate documents by evaluation criteria to avoid thick files (max 3cm per file).
• Do not use loose pages, rubber bands, or correction fluid/tape.
• Handwrite in non-erasable black ink; do not re-type official forms.
• Ensure all pages are included and signed by an authorized representative.

Label the envelope with the bid number, description, closing date/time, and your name/address. Bids will be opened in public immediately after the closing time.

Scope: Appointment of a professional service provider to develop the scope, design, and monitor the implementation of bulk water meter installations.

Key deliverables:

• Develop a detailed scope of work for bulk water meter installations.
• Design the technical specifications and requirements for the meters and installation process.
• Monitor the implementation to ensure compliance with the design and scope.

Standards and compliance:

• All work must comply with applicable legislative and regulatory frameworks, including the National Water Act and PFMA.
• Goods/services must conform to standards specified in the bidding documents.
• Inspections and testing may be conducted during and after implementation to verify compliance.

Quality control requirements:

• Pre-bidding testing costs are the bidder’s responsibility.
• IUCMA or its representatives may inspect the bidder’s premises, goods, or services at any reasonable time during production, execution, or after delivery.
• If inspections reveal non-compliance with contract requirements:
• Costs of inspections/tests are borne by the vendor.
• Non-compliant supplies/services may be rejected.
• Vendor must remove rejected items at their own cost and replace them with compliant ones immediately.
• If vendor fails to replace, IUCMA may purchase substitutes at the vendor’s expense.
• If inspections confirm compliance, IUCMA covers the inspection costs.
• Non-compliance may lead to contract cancellation or other remedies under Clause 23 of the General Conditions of Contract (GCC).

Submit the total price (inclusive of VAT) as per the Pricing Schedule (Annexure A1).

Requirements:

• Prices must remain firm and valid for the bid validity period (120 days from closing date).
• Use the official Pricing Schedule form provided in the bid document (page 57). Do not re-type or alter the form.
• No alternative bids will be accepted; only the provided pricing schedule is valid.
• Ensure all pricing details are clearly and accurately completed in non-erasable black ink.

Pricing: Submit the total price (inclusive of VAT) as per the Pricing Schedule (Annexure A1).

Payment terms:

• IUCMA pays via electronic bank transfer.
• Payment will be made within 30 days after receipt of a valid invoice and monthly statement.
• Invoices must comply with SARS requirements (VAT Act No. 89 of 1991) and include:
• For VAT-registered suppliers: "TAX INVOICE", supplier’s VAT number, IUCMA’s VAT number (4210316156), and detailed description of goods/services.
• For non-VAT registered suppliers: "INVOICE", supplier’s details, and accurate description of goods/services.
• All invoices must be addressed to: Inkomati-Usuthu Catchment Management Agency, 20 Paul Kruger Street, Absa Square Building, Mbombela, 1200.

• Prices quoted must remain firm and valid for the bid validity period (120 days).
• No alternative bids will be accepted; use only the provided pricing schedule.

Mandatory compliance requirements:

• Registration on the National Treasury Central Supplier Database (CSD) is mandatory. Register at www.csd.gov.za and include your CSD Master Registration Number in the submission.
• Tax Compliance: Submit a valid Tax Compliance Status (TCS) PIN or certificate issued by SARS. Apply via e-filing at www.sars.gov.za. If no TCS PIN is available, provide your CSD number.
• For joint ventures/consortia: Each party must submit a separate TCS certificate/PIN/CSD number and a signed Bidder’s Disclosure (SBD 4).
• No bids will be considered from persons in the service of the state, or companies with directors/members in the service of the state.
• Bidders must not appear on the National Treasury’s Register of Tender Defaulters or List of Restricted Suppliers.
• Compliance with the Protection of Personal Information Act (POPI Act) is required; submit a signed declaration.
• B-BBEE: Preference points will be awarded based on B-BBEE compliance as per the 80/20 scoring system.

Failure to comply with any of these requirements may result in disqualification.

Contract terms include:

• Warranty: Goods/services must be new, unused, and free from defects for 12 months after delivery (or 18 months from shipment date, whichever is earlier). The vendor must repair or replace defective items at no cost to IUCMA upon written notice.
• Payment: Electronic bank transfer within 30 days of invoice receipt. Invoices must comply with SARS requirements.
• Prices: Must remain firm for the contract duration unless adjusted per Special Conditions of Contract (SCC).
• Contract amendments: Require written agreement signed by both parties.
• Assignment: Vendor cannot assign obligations without IUCMA’s written consent.
• Subcontractors: Must be notified to IUCMA in writing; vendor remains liable for all obligations.
• Delays: Vendor must notify IUCMA of delays in writing. Penalties may apply, calculated using the current prime interest rate per day of delay.
• Termination: IUCMA may terminate for default (e.g., failure to deliver, breach of contract, or corrupt/fraudulent practices). Vendor may be restricted from public sector business for up to 10 years.
• Force majeure: Vendor is not liable for delays caused by events beyond their control (e.g., wars, floods, epidemics). Must notify IUCMA promptly and continue performance as far as practical.
• Dispute resolution: Mediation first, then South African court if unresolved after 30 days.
• Liability: Vendor’s aggregate liability is limited to the contract price, excluding costs for repairing/replacing defective items.
• Governing law: South African law applies unless specified otherwise in SCC.
• Confidentiality: Vendor cannot disclose contract details or IUCMA-provided information without written consent.
• Taxes and duties: Vendor is responsible for all applicable taxes and duties until delivery.
• Intellectual property: All work produced becomes IUCMA’s property; vendor cannot use or alter it without permission.

Evaluation will be based on the Preferential Procurement Policy Framework Act, 5/2000, and the Preferential Procurement Regulations, 2022.

Scoring:

• 80 points for price and technical criteria (detailed in Section C, page 52: Evaluation Process and Criteria).
• 20 points for preference goals (e.g., B-BBEE).

Preference points are awarded based on specific goals. Bids remain valid for 120 days from the closing date. The IUCMA reserves the right to accept all, part, or none of the bids and is not obliged to accept the lowest bid.
