Do not use correction fluid or erasable ink. All pages must be signed/initialed. Late, faxed, or emailed submissions will be rejected.

The tender follows an 80/20 preference point system (80 for price, 20 for specific goals). Evaluation includes compliance with tender conditions and technical specifications. Functionality will be assessed based on previous experience and staffing profiles. The municipality reserves the right to appoint in whole or in part and to conduct risk assessments.

Appointment of a panel of experts to provide finance advisory services to the Finance Department for a period of 36 months as and when required. Requirements include qualified staff with relevant academic qualifications, certificates, and previous experience. Bidders must provide proof of company experience and relevant project documentation.

Pricing must be in South African Rand (ZAR). A non-refundable document fee of R3,516.32 is required. Bidders must submit three recent annual financial statements. Public liability insurance of at least R500,000 may be required. The municipality may perform financial investigations on bidders.

Mandatory requirements include: CSD report, valid tax clearance pin, CIPC registration certificate, Letter of Good Standing (COIDA), and proof of municipal rates/taxes (not in arrears for more than one month). If applicable, a signed Joint Venture/Consortium agreement is required. Bidders must not be in the service of the state or listed on the Register of Bid Defaulters.
