• Submit your bid in the designated tender box at Kgetlengrivier Local Municipality, corner Smuts and De Wet Street, Koster, 0348, by 09 June 2026 at 12:00 (noon). Late, faxed, emailed, or telephonic bids will not be accepted.
• Use only the official bid forms (MBD forms) provided. Do not retype or alter them.
• Complete all forms in black ink only; pencil submissions will be disqualified.
• Ensure all pages of the bid document are included. Removal of any pages will result in disqualification.
• The bid must be signed by an authorized person. Submit a duly signed and dated 'Authority for Signatory' document (e.g., board resolution for companies, founding statement for close corporations, or partnership authorization).

• Functionality evaluation (minimum 70/100 points required to qualify):
• Personnel (15 points max):
• ECSA-registered Engineer (BSc/BTech in Electrical Engineering, 3+ years experience) = 5 points.
• Registered Electrician (Trade Test + Three Phase Wireman’s License, 3+ years experience) = 5 points.
• Certified Energy Manager (CEM, accredited by AEE) = 5 points.
• Attach CVs, certified copies of qualifications, ECSA certificates, and ID copies of key personnel.
• Company Relevant Experience (40 points max):
• Proof of similar EEDSM projects (appointment letters + completion certificates required).
• 8+ projects = 40 points, 6-7 = 30 points, 4-5 = 20 points, 2-3 = 10 points, 1 = 5 points, 0 = 0 points.
• Technical Proposal Quality (35 points max):
• Clear methodology, implementation plan, activities, milestones, timelines, deliverables, technologies/systems offered, installation guarantees, efficiency details, and cost breakdown.
• Scoring: Very good = 35, Good = 25, Average = 15, Fair = 10, Poor = 5, Did not submit = 0.
• Monitoring and Maintenance Plan (10 points max):
• Detailed 3-year maintenance plan for all proposed EEDSM measures.
• Fully addressed = 10 points, partially addressed = 5 points, no plan = 0 points.

• Preference points (20 points total, 80/20 split under PPPFA):
• Women = 4 points, Disability = 4 points, Locality = 4 points, Youth = 4 points, Black Owned = 4 points.
• B-BBEE Status Level: Level 1 = 4 points, Level 2 = 3 points, Level 3 = 2 points, Level 4 = 1 point, Levels 5-8 = 0 points.

• Final evaluation: 80 points for price (lowest compliant bid) + 20 points for equity (preference).

• Purpose: Appoint a service provider to plan, implement, and monitor an Energy Efficiency and Demand Side Management (EEDSM) project for Kgetlengrivier Local Municipality.
• Scope: Project covers the entire municipal infrastructure and must comply with the Division of Revenue Act and Department of Electricity and Energy guidelines.
• Phased implementation:

1. Compile an inventory of public street lighting and other municipal facilities.

2. Conduct technical energy audits to:

• Determine energy consumption baseline.
• Select energy-efficient technologies/measures.
• Estimate costs for each proposed technology.

3. Facilitate employment of qualified, unemployed technical graduates to:

• Support data collection/verification for Energy Performance Certificates (EPCs) in municipal buildings.

4. Develop a business plan including:

• Clear milestones, actual costs, and timelines.
• Project management, implementation of interventions, skills development, capacity building for local technicians/artisans, and awareness campaigns.

5. Supply and install (post-approval of business plan):

• Smart meters, energy management systems, and energy-efficient technologies in selected municipal facilities.
• Bidders must provide:
• A resource plan with associated costs.
• Professional experts with required skills for project execution.
• Special disqualifying criteria:
• Non-submission of proof of CIDB registration (6EP or higher).
• Non-registration of the Electrical Engineer with ECSA (Pr.Eng/Pr.Tech Eng).
