• All tender documents must be completed, signed on every required page and sealed in an envelope clearly marked “THREE YEARS CONTRACT - SUPPLY AND DELIVERY OF HOT MIX ASPHALT AD HOC”.
• Envelope must be hand‑delivered to the Municipal Manager, uMlalazi Municipality, SCM Office, KV Challenor Road, Eshowe and placed in the Tender Box no later than 12:00 pm on the closing date.
• Late, telegraphic or facsimile submissions will be rejected.
• Mandatory attendance at the compulsory briefing session; proof of attendance (Form B) must be attached.
• Required returnable documents (see Section 2.6) include proof of purchase of tender document, tax clearance certificate, company registration certificates, ID copies of directors, CSD registration proof, rates & municipal services clearance, preference points claim form, declaration of interest, declaration of past SCM practices, certificate of independent bid determination, authority to sign, manufacturer’s atmospheric emission licence, record of addenda, and any amendments/qualifications.
• Failure to submit any compulsory returnable document will result in disqualification.
• Tender documents are purchased at R1 000,00 (non‑refundable) and must be collected from the Financial Services Revenue Section, Hutchinson Street, Eshowe, Mon‑Fri 08:30‑14:30. Proof of payment is required before receipt of the documents.

• Evaluation will be based on three pillars: (a) compliance with compulsory returnable documents, (b) functionality (experience, plant & equipment, quality control, locality), and (c) price.
• Scoring: 80 points for price and 20 points for specific preferential goals (ownership, RDP, SMME development, other goals) as per the Preferential Procurement Regulations 2022.
• Minimum thresholds: all compulsory returnable documents must be submitted; functionality must meet the minimum scores indicated in the tender (e.g., experience = 11, plant = 30, quality = 10, locality = 15).
• Preference points are claimed using the Preference Points Claim Form; failure to provide supporting evidence will forfeit those points.
• The Municipality reserves the right to reject the lowest bid and may accept all or part of any bid.

Scope: Supply, deliver and off‑load hot‑mix asphalt (medium mix) on an ad‑hoc basis for road maintenance over a three‑year period (36 months).

Delivery radius: within 100 km of Eshowe to prevent cooling.

Delivery points: (i) KV Challenor Road (Industrial Area), Eshowe and (ii) Valley Drive, Mthunzini Sub‑urb.

Delivery hours: Monday‑Friday, 08:00‑14:00; full order must be delivered within 5 working days of a works order; any discrepancy must be corrected within 2 working days.

Truck requirement: 10 m³ tipper trucks only; larger trucks not permitted.

Quality: Supplier must hold a valid operating licence for an asphalt‑mix plant; brand and specifications must be disclosed and approved before delivery; municipality may reject non‑conforming goods.

Weigh‑bridge tickets are mandatory for bulk deliveries.

All costs of incorrect supply are borne by the supplier.

Supplier must maintain the same key personnel throughout the contract and adhere to the Service Level Agreement (quality, performance, reporting).

Pricing: Unconditional price fixed for the full three‑year period; must be submitted in the prescribed Form of Offer.

Price evaluation: 80 points based on lowest acceptable tender using the 80/20 (or 90/10) formula.

Payment terms: Invoice submitted only after complete delivery; payment within 30 days of a valid tax invoice.

No part‑payments are accepted; failure to deliver the full order nullifies the contract.

No performance bond or guarantee is explicitly required in the tender document.

All costs of incorrect supply are the supplier’s responsibility.
