• All required forms and returnables must be submitted together with the bid; incomplete or unsigned documents will lead to automatic disqualification.

Phase 1 – Administrative compliance (must be satisfied to proceed to Phase 2):

• Valid site inspection certificate, SBD 3.3, Cleaning Association Certificate and three years’ experience documents.

Phase 2 – Price and Specific Goals (80/20 preference‑point system):

• Price points – 80 % of total score (fixed price for the 36‑month contract).
• Specific goals – 20 % of total score, allocated as follows:

– 100 % Women ownership – 5 points

– 100 % SMME/Exempted Micro‑Enterprise – 6 points

– 100 % owned by HDI – 4 points

– 100 % owned by disabled individuals – 3 points

– Local municipality ownership – 2 points

• Points are awarded proportionally to the percentage ownership declared on the CSD.

The bidder with the highest total (price + specific‑goal points) will be awarded the contract.

Scope of cleaning for Mbombela & Malelane Labour Centres (total floor area 1 375.60 m²):

• Areas: ground floor and first floor – 5 open‑plan offices, 20 individual offices, 4 kitchens, multiple ablution blocks, 2 board rooms, 2 reception areas, 27 parking bays, store rooms, guard room.
• Staffing: 5 cleaners (including 2 supervisors) covering offices, toilets, staircases, passages, parking, roof and dustbins. Cleaners on leave must be replaced.
• Work plan: detailed method, daily/weekly schedule and duties must be submitted and will form part of the Service Level Agreement (SLA).
• Service levels (selected examples):

– Offices: dusting, vacuuming, polishing furniture every second day; waste removal twice daily.

– Toilets: cleaning & disinfecting 2 times per day, consumables replenished daily, sanitary bins cleaned fortnightly.

– Floors: sweeping and mopping daily; deep cleaning quarterly (kitchen, toilets, windows, carpets, chairs).

– Board rooms, computer rooms, kiosks: daily dusting; weekly deep cleaning as specified.

• Equipment & materials (must be SABS‑approved and supplied by contractor): wet vacuum cleaners, industrial mops, garden brooms, feather dusters, warning signs, cleaning cloths, squeegees, etc.; cleaning chemicals, toilet paper (SANS 1887‑2), hand‑towel dispensers, air fresheners, PPE, uniforms with company name‑tag.
• Training: semesterly (twice per year) training for cleaning staff.
• No other duties (e.g., dishwashing) are included.

• Contract price is fixed for the full 36‑month period; price must be submitted using the prescribed price‑structure template (see Annexure 22).
• Labour cost rates must not be below the approved sectoral wage determination for the contract‑cleaning sector.
• Price proposal must include a breakdown for the full‑time supervisor (basic salary, provident fund, sick leave, SDL, etc.).
• Monthly invoicing is required; invoices must specify the month of service and order number.
• Payment is made within 30 days of receipt of a correct invoice.
