• Evaluation follows a three-stage approach:

1. Mandatory Requirements: Must submit all required documents (SBD4, COID, BCCI, B-BBEE, CIPC proof of location).

2. Functionality/Technical Evaluation: Scored out of 100 (60% for company experience, 40% for Cleaning Site Supervisor experience). Minimum qualifying score is 70.

3. Price and Preference: The 80/20 preference point system applies.

• Preference Points (20 points total):
• 10 points if entity is at least 51% owned by women.
• 10 points if entity is at least 51% owned by Black Youth.
• Proof for preference claims: Sworn Affidavit or valid B-BBEE Certificate or CSD report.

• Scope: Provision of cleaning services at multiple water and waste facilities across KwaZulu-Natal, including Ixopo Water, Ixopo Waste, Howick Waste, Mpofana Waste, Lidgetton WTW, Lynnfield WWW, Camperdown WWW, Richmond WWW, Coolair WWW, Appelsbosch WWW, Mpophomeni WWW, Trustfeed, Albert Falls North & South.
• You must assign a Cleaning Site Supervisor as key personnel. This person's experience will be evaluated for functionality.
• You must complete and submit the KEY PERSONNEL SCHEDULE, listing the proposed Cleaning Site Supervisor.
• Company experience in office cleaning contracts is critically evaluated. Provide signed reference letters from past clients.
• Cleaning Site Supervisor experience evaluation: Provide a detailed CV with list of contracts supervised, duration, role, and contactable references.

• The bid evaluation methodology is a three-stage process: 1) Mandatory Requirements, 2) Functionality/Technical Evaluation, 3) Price and Preference.

• Your company's experience in office cleaning contracts is critically evaluated.
• You must provide signed reference letters from past clients for each contract claimed.
• Your proposed Cleaning Site Supervisor's experience is evaluated. Provide a detailed CV with:
• List of contracts supervised, their duration.
• The supervisor's role in each contract.
• Contactable references for each contract.
• Experience scoring:
• Company: 1 contract=60 pts, 2 contracts=70 pts, +10 pts per additional contract up to 100.
• Supervisor: 2 years=50 pts, 3 years=60 pts, 4 years=70 pts, +10 pts per additional year up to 100.

• Detailed pricing must be submitted as per the Pricing Schedule (Section 28).
• The document includes provisions for Price Adjustments (Annual Escalation) in Section 27.
• Payment process involves monthly certificates submitted by the 25th, with payment on the last day of the following month.
• You must include a clear schedule with each payment certificate showing: Total Contract Sum, total paid to CPG Partner to date, current month's payment to CPG Partner, and percentage split between main provider and CPG Partner.
• Failure to implement committed Contract Participation Goals (CPG) can lead to disqualification and contract award to the next bidder.

• Pricing must be submitted in South African Rand, including VAT where applicable.
• Provide price proposal as detailed in SBD 3.1 and the Pricing Schedule (Section 28).
• Price adjustments (annual escalation) are provided for in Section 27.
• Payment terms:
• Submit payment certificate by the 25th of each month (or nearest previous working day). Certificate must include signature of CPG Partner agreeing to measurements/rates.
• Payment to the main Service Provider will be made on the last day of the following month.
• You must pay your CPG Partner within 3 working days after you have been paid.
• Insurance requirements:
• Public Liability Insurance: Minimum cover of R10,000,000 for the contract period.
• Professional Indemnity Insurance: Minimum cover of R5,000,000 for the contract period.

Mandatory Requirements (Stage 1):

• Submit a completed and signed SBD4 - Bidder's Disclosure form.
• Provide a valid Letter of Good Standing for Workman's Compensation (COID).
• Provide a valid Bargaining Council Contract Cleaning Industry (BCCI) registration certificate.
• If a Black Owned Co-operative, provide CIPC and CSD documentation.
• Your business must be located within one of the specified municipalities corresponding to the service areas. Provide CIPC proof.

B-BBEE & Preference Points:

• Submit a valid B-BBEE Status Level Verification Certificate or Sworn Affidavit (for EMEs & QSEs) to qualify for preference points.
• Specific Goals for preference points (20 points total):
• 10 points if entity is at least 51% owned by women. Provide Sworn Affidavit/Valid B-BBEE Certificate or CSD report.
• 10 points if entity is at least 51% owned by Black Youth. Provide Sworn Affidavit/Valid B-BBEE Certificate or CSD report.

Contract Participation Goals (CPG):

• You must achieve a minimum 35% CPG of the contract value (excluding VAT, CPA, contingencies). This includes a minimum 10% Black Women participation and 10% Local participation.
• CPG Partner(s) must be selected from uMngeni-uThukela Water's database or proposed for approval.

General Compliance:

• Ensure your CSD registration is up to date.
• Foreign suppliers must complete the supplied questionnaire regarding tax residency and establishment in RSA.

• You must submit a Declaration of Tenderer's Health and Safety (as per document section 22).

• Contract period: 5 years.

• Governing laws: PFMA, Constitution, Preferential Procurement Policy Framework Act and regulations.
• Strict no-contact policy: Only contact the designated SCM and technical contacts. Do not contact other UUW officials.
• Anti-corruption: Any offer of gifts/gratuities to UUW officials will lead to disqualification.
• Independent submission: You certify your bid is submitted independently without collusion.
• Grounds for disqualification include: breach of confidentiality, corruption, unauthorised contact, submitting incorrect information, or changes in bidder composition without approval.
• You warrant that your company has not been wound up, convicted of relevant offences, committed grave misconduct, has paid taxes, and directors are not on the Tender Defaulters Register.
• You must submit a signed company resolution or authority to sign the bid documents.
